EXPLANATORYNOTES
Thepurpose
of
thisbillistoenablestudentstoreceiveinstructionfromthepostsecondaryinstitutionstheyattend.Thebillsuspendsacademictermsinprogressasregardsallclassesinterruptedandstillinterruptedonitscomingintoforce.Itprovidesforwhenandhowclassesaretoresumeandincludesmeasurestoensurethevalidity
of
the2012winterandfalltermsandthe2013winterterm.Otherprovisionsinthebillareaimedatensuringthecontinuity
of
instructionalservicesasregardsallotherclasses.Thebillcontainsfurtherprovisionstomaintainpeace,orderandpublicsecurityaswellasvariousadministrative,civilandpenalmeasurestoensureenforcement
of
thelaw.

INTERPRETATION
1.
InthisAct,unlessthecontextindicatesotherwise,"college"meansacollegegovernedbytheGeneralandVocationalCollegesAct(RS.Q.,chapterC-29)anditsconstituentpartswithinthemeaningofsubparagraph6ofthefirstparagraphofsection2oftheActrespectingtheaccreditationandfinancingofstudents'associations(RS.Q.,chapterA-3.01);"employee"meansanemployeewithinthemeaningoftheLabourCode(RS.Q.,chapterC-27)who,on

comingintoforce
of
thisAct),
isamemberofthepersonnelofaninstitution;."federationofassociations"meansabodybringingtogethervariousstudentassociationssuchastheAssociationpourunesolidaritesyndicaleetudiante(ASSE),theFederationetudiantecolleqialeduQuebec(F.E.C.Q.),theFederationetudianteuniversitaireduQuebec(FEUQ)andtheTabledeconcertationetudianteduQuebecaswellasanycoalitiontowhichanyofthosestudentassociationsbelong,includingtheCLASSE(CoalitionlargedeI'ASSE);"institution"meansacollegeoruniversityoranyothercollege-oruniversity-levelinstitutiondeterminedbygovernmentregulationforthepurposesofsubparagraph7ofthefirstparagraphofsection2oftheActrespectingtheaccreditationandfinancingofstudents'associations;"studentassociation"meansapostsecondarystudents'associationorstudents'associationalliancewithinthemeaningofsection3oftheActrespectingtheaccreditationandfinancingofstudents'associations;"university"meansauniversity-leveleducationalinstitutionreferredtoinsection1oftheActrespectingeducationalinstitutionsattheuniversitylevel(RS.Q.,chapterE-14.1)anditsconstituentpartswithinthemeaningofsubparagraph6ofthefirstparagraphofsection2oftheActrespectingtheaccreditationandfinancingofstudents'associations.
