There are many organisations in the
Cape Winelands district renderingservices to vulnerable groups;
Lack of coordination of their actions
and collaborating where it is needed;
The Cape Winelands DistrictMunicipality has a departmentdedicated to Social and Rural
Development;

municipality’s
Department of Rural and Social
Development;

16 Days Campaignprovided role players withan excellent opportunity tostimulate improvedcooperation andcollaboration amongstthemselves with theintention to enhance theservices rendered towomen who suffer as aresult of unmentionableatrocities, 356 days a year.
 
THE ISSUE IS IMPORTANT 
STRATEGIC
It is stated as one of the sixstrategic priorities of themunicipality, contained in theDraft Five-year Strategic Plan(Integrated Development Plan).
SO4: To facilitate and ensure thedevelopment and empowerment ofthe poor and most vulnerablepeople, particularly women,children, youth, the disabled,elderly persons and rural dwellersthroughout the Cape Winelands.
The
Cape Winelands GD
delegated responsibility to DR&SDto address gender based violenceand Child Abuse (Objective 4)
STATISTICAL EVIDENCE
The following abbreviated profile paints agrim picture of the circumstances of womenin the Cape Winelands:
 –
The number of females exceeds thenumber of males for every category ofthe gender age cohort except ages 5 -9 years; 20
24 years; and 40
44
years in the Cape Winelands Region.
 –
In the 2010/11 Financial Year, 30% ofbabies born in the Drakenstein area
(the municipality with the largest
population size outside of Cape Townin the Western Cape Province), were
from teenage mothers.
 –
Sexual crimes increased from 164reported incidences tin 2007/08 to 1
292 reported incidences in 2009/10, a
serious cause for concern as womenare the victims in most of these cases.
