no way! 'colonies and territories not under states which formerly governed them should be intrusted to advanced nations 'on behalf of the league.' Certain communities formerly belonging to Turkish Empire subject to administrative advice. Other people, especially Central Africa, are at a stage the mandatary (advanced nation) must be responsible for maintenance of public order and morals; prevention of fortifications, military + naval bases and military training of natives (other than police + defense of territory); and secure trade and commerce of 'other members of the league.'
