 The Bureau was created on July 9, 1921. It began as a minor records keeping facility in conjunction with the Department of Public Welfare. A few years later, it wasmoved to the Department of Mental Hygiene and Corrections.In 1963, BCI was moved to the Ohio Attorney General’s Office and wasexpanded to encompass a broader range of activities. At this time, the InvestigationsDivision was formally added.BCI is the central repository for all criminal records in Ohio. The IdentificationDivision currently maintains about 1.7 million sets of criminal fingerprints. The Civilian Identification Section is responsible for processing backgroundchecks for the State of Ohio and the Federal Bureau of Investigations (FBI). Allcivilian fingerprint submissions and the background check results that are generatedfrom them are handled in this section.
 
 The Civilian Quality Assurance Unit was formed in May of 2008. The purposeof this unit is to increase communication between BCI and the WebCheck agencies inOhio. This unit is also responsible for training new WebCheck agencies, retraining existing agencies, and monitoring all background check requests submitted by the WebCheck agencies to verify that they are being conducted in accordance with Stateand Federal Law.
