Current Cases and Themes in Region 5 States Related to the Bureau of Indian Education (BIE) Schools and Compliance with IDEA and The Role of the P&A Room: Boardroom Therese Yanan, Co-Director of Program Services, Native American Disability Law Center Inc., New Mexico Join Therese and discuss issues related to the implementation of the Individuals with Disabilities Education Act (IDEA) in schools operated or funded by the Bureau of Education. Specific focus will be on those states within Region 5. Session Takeaway: Participants will gain an understanding of the BIE's responsibilities under the IDEA & how the IDEA is implemented in BIE schools.

Breakout Sessions (2 of 2) 2. Complexity of Communication for Parent Centers: Part One: Creating Space for Change Room: Kachina Ballroom Emma Van der Klift, Co-Director, Trainer and Mediator, The Broadreach Centre, British Columbia, Canada Faced with resistance or refusal during negotiations for critical supports and services, many who are committed to advocacy find ourselves feeling discouraged and powerless. Despite sincere efforts to work collaboratively, we wonder why we are repeatedly "hitting the wall" and worry that perhaps we have been naive in our approach. This is particularly true when power dynamics do not seem balanced. Many current strategies offered by conflict resolution trainers are primarily "interest-based." However, not all conflicts seem equally amenable to this approach. In addition, we are recognizing that some of the difficult conflicts we face may never be "resolved" once and for all, but rather must be managed in an ongoing way. Drawing on the fields of conflict management, hostage negotiation, mediation, narrative therapy, and identity theory, participants in this session will learn how identity, social narratives, and power differentials play a significant role in defining and shaping the conflicts we have with others. Participants will also be offered ideas to expand their repertoire of responses to opposition and resistance so that they can side-step or effectively confront the power struggles which so often derail conversations. Participants will learn ways of negotiating contentious issues so that they are better able maintain respectful relationships and foster constructive dialogue without compromising their own views. Session Takeaways: Participants will learn Ways of de-escalating adversarial conversations Ways of understanding, recognizing and working to equalize power in unbalanced conflicts Ways of winning yourself a hearing The importance of recognizing the role that identity issues and pervasive social narratives play in difficult negotiations

Complexity of Communication for Parent Centers: Part Two: Negotiating at an Uneven Table Room: Kachina Ballroom Emma Van der Klift, Co-Director, Trainer and Mediator, The Broadreach Centre, British Columbia, Canada The afternoon portion of this session is a continuation of the morning breakout session. 2. Knowledge Translation: Making Meaningful Connections between Families and Resources Room: Boardroom Michelle Rovins, Director, Technical Assistance Coordination Center (TACC), Washington, D.C. This session will focus on the art of knowledge translation (KT) and will include the who, what, when, where, and why of KT. Participants will leave understanding what KT is and how it can be used in their work to get needed resources into the hands of families and stakeholders who can change practice. This session will also provide opportunities for participants to try out KT through individual activities and small group discussion. Session Takeaways: What is KT? How can I use it in my work? Where can I find additional resources on KT that will be useful for me?

Leveraging Resources: Focusing Fundraising Efforts Room: Boardroom Nora Thompson, Director, Region 6 Parent Technical Assistance Center, Matrix Parent Center, California Who is responsible for ensuring that Parent Centers have adequate resources to serve families? OSEP? The Board of Directors? The Executive Director? A Development Director or other staff? This session will explore various roles in raising funds, identify key dimensions of a successful development plan, and outline effective strategies for procuring adequate, unrestricted funds so that Parent Centers have resources to do their important mission of providing families with the critical information and services they need. Session Takeaways: Participants will Learn key components of an effective development plan Understand the various roles and functions of a fund raising team Gain ideas for ways to articulate the mission of a Parent Center as a cause worthy of support (without the pity motif)
