n cooperation with the United Na-tions Economic Social Commis-sion for Western Asia (ESCWA)and Joint Research Commission(JRC) of the European Union, UN-HABITAT organized in September 2010a five-day regional workshop on
CityCensus Data Analysis
in Beirut. Theworkshop brought together thirty three professionals from 12 Western Asianand Northern African countries.The purpose of this workshop was to pursue and deepen the analysis of ine-qualities at the city level in a larger sam- ple of cities across countries and regionusing census data and automated slummapping with high resolution satelliteimagery.The workshop also aimed to help in re-defining the estimation of urban ine-qualities, in particular the shelter depri-vation, localizing Urban Indicator Pro-gramme (UIP), spatial dimension of slum target and to strengthen coopera-tion with National Statistical offices andLocal Urban observatory (LUO) inWestern Asia and Northern Africa coun-tries.While the first three days of the work-shop covered different dimensions of census data, analysis and UN-HABITATtools and methodology for monitoringthe MDG and the Habitat Agenda, thelast two days focused on the spatial di-mension of slum target and the toolsdeveloped by JRC in collaboration withUN-HABITAT and other global expertsfor monitoring purposes.The workshop was opened by ESCWADirector of Statistical Division whostated that the census is the only opera-tion that collects data through full enu-meration, and the outcome of these sta-tistics are needed to gain insight intosocio-economic conditions to improvethe lives of citizens.The workshop was structured along thefollowing main topics:
Habitat Agenda and MDG, Goals,Targets & Indicators;
Localizing the Habitat Agenda and theMDGs at local level using census data;
Slum definition and slum components;
Unemployment and informal employ-ment;
Urban Observatory: concept, thoughtsand practice in Arab region;
Global Urban Observatory (GUO)Tools: Urban Indicator Programme,1000 cities GIS and Urban Info Sys-tem

Remote sensing based indicators for Urban sprawl and slum mapping.By the end of the workshop, the partici- pants agreed on a set of recommenda-tions focusing on the following four keyareas of action:
Localizing the Habitat Agenda andthe MDGs;
Producing city level data using cen-sus;
Setting up Local Urban Observato-ries; and
Integrating census data and remotesensing/GIS data.UN-HABITAT is mandated by the UNGeneral Assembly to monitor and reporton the progress of the implementation of the Habitat Agenda. In the aftermath of the Millennium Declaration in Septem- ber 2000, the Agency was given theadded responsibility to report on the
“significant improvement in the lives of slum dwellers”, Target 7D of the Mil-
lennium Development Goals (MDGs).

-going partnership withthe Ministry of Interior and Municipali-ties has accomplished significant pro-gress during the last quarter of year 2010.Being the lead agency in charge of elaborating the National Municipal Ca- pacity Building Plan (NMCBP), UN-HABITAT has facilitated the establish-ment of a Steering Committee compris-ing key institutions with expertise in oneof the following areas of focus: Munici- pal Administration, Municipal Finance,Planning and Technical Issues, Commu-nity Development. Each according to itsarea of expertise, the concerned institu-tion will guide, monitor and providetechnical inputs during the developmentcourse of the National Plan.In addition to its key role in facilitatingthe development of the NMCBP, UN-HABITAT, in cooperation with con-cerned institutions, is elaborating thecontent of the curriculum focusing onmunicipal planning. The final product isexpected to provide local authorities andcommunity representatives, including NGOs and CBOs, with necessary infor-mation, knowledge and skills to take partin developing local strategic plans.Another key accomplishment is repre-sented by the formation of a team of 39
“Municipal Guides” who were nomi-
nated by 26 unions of municipalities. In November 2010, UN-HABITAT organ-ized a workshop gathering all MunicipalGuides to discuss and clarify their vari-ous functions, which include among oth-ers providing administrative support tomunicipalities and unions and to facili-tate the communication process withGeneral Directorate of Municipalities atthe Ministry of Interior and Municipali-ties.
