Jeff Mayers is president of WisPolitics.com, an online political and government news

launched in June 2000. A former AP editor and reporter and political writer for the
Wisconsin State Journal, Mayers has been in the news business since graduating from
George Washington University in 1981. He also has a graduate degree from UW-Madison.
Dr. Narayana Kocherlakota, President,
Federal Reserve Bank of Minneapolis
(Pronounced Nair-ah-yah-nah Koach-er-/ah-ko-tah)
Narayana Kocherlakota became the 12th president of the Federal Reserve Bank of
Minneapolis on Oct. 8, 2009. As president, Kocherlakota serves on the Federal Open
Market Committee, the policymaking arm of the Federal Reserve System, consisting of the
presidents of the 12 Federal Reserve banks and the members of the Board of Governors.
The FOMC meets every six to eight weeks in Washington, D.C, to determine monetary
policy for the nation. The Federal Reserve Bank of Minneapolis is responsible for the Ninth
Federal Reserve District, which includes Montana, North and South Dakota, Minnesota,
northwestern Wisconsin and the Upper Peninsula of Michigan. In addition to participation in
monetary policymaking, the Federal Reserve Bank of Minneapolis supervises numerous
banking organizations, and provides a variety of payments services to financial institutions
and the U.S. government.
Prior to becoming president of the Federal Reserve Bank of Minneapolis, Kocherlakota was
a professor of economics at the University of Minnesota, where he previously chaired the
economics department, and a consultant to the Federal Reserve Bank of Minneapolis. He
was also a research associate at the National Bureau of Economic Research. From 1996 to
1998, he was a Research staff member at the Minneapolis Fed.
Narayana Kocherlakota was born Oct. 12, 1963, in Baltimore, Maryland. He earned a Ph.D.
in economics from the University of Chicago in 1987 and an A.B. in mathematics from
Princeton in 1983.
Kocherlakota has published more than 30 articles in academic journals, including
Econometrica, Journal of Political Economy, Journal of Economic Theory, Journal of
Monetary Economics and Journal of Money, Credit and Banking. His work includes
theoretical and empirical contributions to macroeconomics, monetary economics, financial
economics and public finance.
Kocherlakota has authored a book from Princeton University Press titled The New Dynamic
Public Finance, which describes an approach to tax design pioneered by him and others
over the past decade.

Meeting Room Logistics
A copy of the room layout is attached. The space is set such that we can expand or
contract the room depending on the number of registered attendees. We anticipate
approximately 500 registrations for the event.
We will have a stage set with a simple background banner. A podium with a microphone as
well as a lavaliere microphone will be available.
This event is typically well attended by local television, newspaper media and the wire
services. All media, including those who are video taping, will be set up in reserved space
in the back of the room. Eric Skrum, WBA Communications Director, is our primary media
contact and will work with your staff as needed.
An analog live feed telephone line and mult-box will be available for the media, and the
Monona Terrace Convention Center has been contacted to redirect questions about the
event any media (e.g. the wire services) to Eric Skrum.
The full event will be completed by 2:00p.m.
Expected Guests
Several state senators, state assembly members and local elected officials are expected to
register and will be recognized from the podium.

Wisconsin Bankers Association
Founded in 1892, the Wisconsin Bankers Association is the state's largest financial industry
trade association, representing 300 commercial banks and savings institutions and their
nearly 2,300 branch offices and almost 30,000 employees. Of the 300 Wisconsin banks, 97
percent are members of the Wisconsin Bankers Association. The Association represents
banks of all sizes from banks in rural Wisconsin to the state's largest financial institution in
Milwaukee.
Robert J. Just, Jr., WBA Board Chairman
President/CEO, Mound City Bank, Platteville, Wisconsin
Mr. Just has been employed with Mound City Bank since August of 1971 and has served as Director,
President and Chief Operating Officer of the company since 1986. A graduate of the University of
Wisconsin-Platteville and the Graduate School of Banking in Madison, Mr. Just also serve as
President and Director of the parent company Mound City Financial Services, Inc Active in the
community, Mr. Just has served as Chairman for the United Way, the Board of Directors of Southwest
Health Center in Platteville, and the Platteville Business Incubator, Inc. Serving on numerous
committees and boards, he received the distinguished Service Award for Community Service from the
Platteville Jaycees in 1981, and was named Business Person of the Year by the Platteville Chamber
of Commerce in 1998. He was elected to the Board of Directors of the Wisconsin Bankers
Association in June of 2005, and currently serves ad the Association's Chairman.
Kurt Bauer, Wisconsin Bankers Association, President/CEO
Bauer began his trade association career in 1993 as a staff writer and webmaster for the Wisconsin Bankers
Association, which represents 300 banks of all sizes and nearly 30,000 bank employees.
In 1996, he was promoted to head the WBA 's government relations program. In this role, Bauer was
responsible for lobbying the Wisconsin Legislature, state agencies and members of the Wisconsin
Congressional Delegation, as well as for fundraising for the Association's poil1ical action funds. In 2002,
Bauer was selected to be the president/CEO of the Phoenix-based Arizona Bankers Association. In 2004,
Bauer returned to the Wisconsin Bankers Association to become the 117-year old trade group's chief
executive. As president and CEO, Bauer oversees WBA 's various banking advocacy and education efforts,
as well as the Association's two wholly-owned subsidiaries, Financial Institutions Product Corporation
(FIPCO) and Employee Benefits Corporation (EBC). Bauer also serves on the Board of Trustees for the
Graduate School of Banking at the University of Wisconsin-Madison. Originally from Beloit, Bauer is a
graduate of the University of Wisconsin-Madison. He resides in Middleton with his wife Anne and two sons,
Mason and Grant.

Ryan: Below is the proposed briefing schedule for the week of January 3rd. I have assumed that
topics that have already been discussed at the transition staff level will not be discussed again prior to
Governor's briefings (e.g., IT, debt, DHS- Long-term care). Let me know if I need to change that
assumption. Linda Nelson will work with Dorothy Moore to put these on to the calendar.
If we maintain this schedule, DHS- Medical Assistance will be the only remaining item to discuss with
the Governor before starting comeback briefings (the UW I HEAB budget requests are also
outstanding, but will be folded into a comeback briefing on that topic). While we are still pulling together
the list of comebacks, we estimate a need for approximately 20 to 30 hours with the Governor before
January 28th to complete all comebacks. Assuming three hours on Mondays, Wednesdays, Fridays for
January 1Oth through the 28th, we should be in relatively good shape. However, if more analysis and
review arises out of the comeback briefings, we may need to schedule more time.
At sorne point toward the middle I end of January, we should review all budget decisions again with the
Governor. We will also have to revisit certain decisions as new revenue estimates are finalized in late
January I early February.
Keep in mind that we also need to finalize an approach on the FY11 situation.

The fiscal reforms are working even before they've been implemented. More than 100
school districts out of 400 have entered contracts that gain many of the concessions the
Governor called for and have already saved over $155 million.
And they are making reforms that go beyond savings:
o Palmyra: In addition to financial concessions, the district will have new flexibility
with staffing. "The elimination of contract language on seniority allows
administrators more flexibility to staff the classrooms in their buildings," Schlender
(School Superintendent) said.
o Menomenee Falls: Switching from WEA Trust to Humana will save the district $1.3
million per year. Teachers will contribute 8% to 15% of the premium. The second
year ofthe new contract also includes merit pay language and language to guide
layoffs away from seniority, Marty said. By requiring teachers to pay their share of
the retirement plan as of July 1, the district saved another $1.5 million per year, he
said
Local governments and schools could save at least $724 million annually, or over $1.4 billion
over the biennium.
Recent examples also show why these reforms are so important.
o Hartland: The teachers voted to switch insurance providers from WEA Trust to save
the district $700,000, but the executive committee of the union that "represents"
the unions said no.
o Middleton-Cross Plains School District: The school board has spent $300,000 in the
last year fighting a grievance filed by the teacher's union for a teacher that was fired
after an investigation found he viewed pornography at school. It has been in
arbitration for over a year.

o 25,000 new jobs created in the private sector
o Balanced budget that virtually eliminates the structural deficit, freezes property

The event is co-chaired by Michael Grebe of The Lynde and Harry Bradley Foundation. The event theme is:
Government & Philanthropy: What's the Connection? Our commitment is to create a formal platform, through
Donors Forum of Wisconsin, to promote dialogue between the state's philanthropic sector and government
officials. This is a closed-door meeting with no press. We will have a photographer and would like to get a few
photos of the Governor and Michael Grebe and other DFW representatives. If the Governor could arrive at the
Madison Club at 9:50AM that would be ideal. We kindly ask the Governor to provide 10-15 minutes of remarks
on specific examples of how government and philanthropy can work together in new cross-sector partnerships
to address the most severe issues facing our state and create prosperous communities in Wisconsin. During last
year's campaign, Gov. Walker spoke to at our Community Foundation CEO Retreat in May to share his vision for
partnerships with the philanthropic community. This would be an update one year later as Governor of the
State of Wisconsin. Below I've included some key facts about philanthropy. Following the Governor's remarks,
Michael Grebe of The Bradley Foundation will be moderating a panel discussion with cabinet officials on
opportunities for future public philanthropic partnerships.

o Philanthropy can bring important assets to the table, beyond money, to help policymakers find points
of leverage that can significantly improve public. Charitable foundations bring much more than money;
they bring expertise, a wealth of connections and their reputation as neutral conveners and honest
brokers. They also can be more risk-tolerant than public bodies, and they can provide important political
neutrality.
o Philanthropy and Government Points of Connection:
o Expertise: Foundations look at best practices in the field, the latest academic research and its
current applications, and how other communities, states and nations are tackling similar issues.
Their independence and resources enable them to take the time to thoroughly study an issue,
learn from failures as well as successes, and develop perspectives informed by experience rather
than ideology. Government can reach out to philanthropy and invite funders to participate in
task forces and committees addressing specific issues, enabling all parties to identify early on
what opportunities exist for philanthropic partnerships.
o Connections; Because foundations take such care to research and understand the issues that
they fund, they make connections with others who are doing- and funding- similar work.
o Reputation and Convening Power: Because of their independence, charitable foundations often
are seen as neutral parties who can bring together those with differing perspectives for
constructive discussion and consultation.
o Taking risks: Charitable foundations frequently are more risk-tolerant than public entities, owing
in part to their independence and financial resources. Consequently, they are in an ideal
position to fund innovation and test ideas.

First Lady Tonette Walker to boost awareness of state's trails, health benefits of walking
MADISON- First Lady Tonette Walker today announced that High Cliff State Park in Sherwood will be the site of
her first "Walk with Walker" event on Saturday, June 4 at 10 a.m. "Walk with Walker" is the First Lady's new
initiative to promote and explore the state's abundance of scenic landscapes and hiking trails while also
promoting health and fitness. The First Lady invites the public to join her as she experiences Wisconsin's most
picturesque trails, parks, and landscapes including both the well-known sites and the hidden gems.
"Wisconsin is full of beautiful trail systems and parks that offer a wide variety of activities, including hiking,
walking and running, and are a natural place to be active and healthy," said Mrs. Walker. "No matter where you
are located in Wisconsin, a trail that offers both a safe exercise outlet and incredible scenery is just a short
distance away."
High Cliff State Park Superintendent Carolyn Morgen will join Mrs. Walker and serve as the guide for the 1.7 mile

walk on the Lime Kiln trail. The trail traverses the Niagara Escarpment, a significant geological formation that
extends from Lake Winnebago and Door County in Wisconsin to Niagara Falls, New York. High Cliff State Park is
the only state-owned recreational area on Lake Winnebago, which is Wisconsin's largest inland lake.
"The Department of Tourism is honored to team up with the First Lady to promote Wisconsin's trails and parks
and the benefits they provide," said Tourism Secretary Stephanie Klett who will also be participating in the walk.
"Whether at the state, county or city level, we have done a stand-up job to develop the infrastructure that lets
residents and visitors alike enjoy the state's natural scenic beauty. It's what makes us a leader in the nation."
The June 4 walk is free to the public and the state park admission fee will be waived for those taking part in the
event. High Cliff State Park is located at N7630 State Park Road in Sherwood. Participating walkers should meet
in the parking lot at the Lime Kiln trailhead. The 1.7 mile loop offers a level lakeside segment as well as steeper
climbs, descents and stairways on the escarpment segment.

MADISON, Wis. (AP) --A Wisconsin judge has struck down a law taking away nearly all collective bargaining
rights from most state workers .
. Dane County Circuit Judge Maryann Sumi ruled Thursday that Republican legislators violated Wisconsin's open
meetings law during the run up to passage. She says that renders the law void.
The law pushed by Gov. Scott Walker takes away all bargaining rights except over base salary for teachers and
other public workers.
The decision is not the end of the legal fight. The state Supreme Court has scheduled arguments for June 6 to
determine whether it will take the same case.
Lawmakers could also pass the law again in order to nullify open meeting concerns that led to the judge's ruling

First Lady Tonette Walker to boost awareness of state's trails, health benefits of walking
MADISON- First Lady Tonette Walker today announced that High Cliff State Park in Sherwood will be the site of
her first "Walk with Walker" event on Saturday, June 4 at 10 a.m. "Walk with Walker" is the First Lady's new
initiative to promote and explore the state's abundance of scenic landscapes and hiking trails while also
promoting health and fitness. The First Lady invites the public to join her as she experiences Wisconsin's most
picturesque trails, parks, and landscapes including both the well-known sites and the hidden gems.
"Wisconsin is full of beautiful trail systems and parks that offer a wide variety of activities, including hiking,
walking and running, and are a natural place to be active and healthy," said Mrs. Walker. "No matter where you
are located in Wisconsin, a trail that offers both a safe exercise outlet and incredible scenery is just a short
distance away."
High Cliff State Park Superintendent Carolyn Morgen will join Mrs. Walker and serve as the guide for the 1.7 mile
walk on the Lime Kiln trail. The trail traverses the Niagara Escarpment, a significant geological formation that
extends from Lake Winnebago and Door County in Wisconsin to Niagara Falls, New York. High Cliff State Park is
the only state-owned recreational area on Lake Winnebago, which is Wisconsin's largest inland lake.
''The Department of Tourism is honored to team up with the First Lady to promote Wisconsin's trails and parks
and the benefits they provide," said Tourism Secretary Stephanie Klett who will also be participating in the walk.
"Whether at the state, county or city level, we have done a stand-up job to develop the infrastructure that lets
residents and visitors alike enjoy the state's natural scenic beauty. It's what makes us a leader in the nation."

The June 4 walk is free to the public and the state park admission fee will be waived for those taking part in the
event. High Cliff State Park is located at N7630 State Park Road in Sherwood. Participating walkers should meet
in the parking lot at the Lime Kiln trailhead. The 1.7 mile loop offers a level lakeside segment as well as steeper
climbs, descents and stairways on the escarpment segment.

MADISON, Wis. (AP) --A Wisconsin judge has struck down a law taking away nearly all collective bargaining
rights from most state workers.
Dane County Circuit Judge Maryann Sumi ruled Thursday that Republican legislators violated Wisconsin's open
meetings law during the run up to passage. She says that renders the law void.
The law pushed by Gov. Scott Walker takes away all bargaining rights except over base salary for teachers and
other public workers.
The decision is not the end of the legal fight. The state Supreme Court has scheduled arguments for June 6 to
determine whether it will take the same case.
Lawmakers could also pass the law again in order to nullify open meeting concerns that led to the judge's ruling

change dramatically. If the Governor needs to leave at 8:30 that is fine- we tried to make things as
compact as possible to protect his time. We hope he can arrive for the reception; I think your message
today said 6-6:15 aJ.Tival? I have noted your phone number and please call me when you get close so I
can get security to open that back door. The driver and troopers CAN park in the back alley for a time if
needed. If you'd like, I can check you in for your rooms and get the keys so that is one less step and
you'll have the keys inunediately (and you won't have to go to the lobby where all the guests will be
arriving). I believe Dorothy is sending in the credit card authorization f01m, so you won't need to
physically be there to check in. There is a back elevator and path to all the rooms the events are in, so
I'll be there to guide you that way and avoid any of the public spaces. If he does leave before the dinner
concludes, I reconunend leaving that back way as well so no one knows the Governor is staying there
(the room elevators are right in the ballroom foyer) and you can avoid the public spaces again - I can
help with that, just let me know. I'll keep an eye out for the VA troopers call.

First Lady Tonette Walker to boost awareness of state's trails, health benefits of walking
MADISON- First Lady Tonette Walker today announced that High Cliff State Park in Sherwood
will be the site of her first "Walk with Walker" event on Saturday, June 4 at 10 a.m. "Walk with
Walker" is the First Lady's new initiative to promote and explore the state's abundance of
scenic landscapes and hiking trails while also promoting health and fitness. The First Lady
invites the public to join her as she experiences Wisconsin's most picturesque trails, parks, and
landscapes including both the well-known sites and the hidden gems.
"Wisconsin is full of beautiful trail systems and parks that offer a wide variety of activities,
including hiking, walking and running, and are a natural place to be active and healthy," said
Mrs. Walker. "No matter where you are located in Wisconsin, a trail that offers both a safe
exercise outlet and incredible scenery is just a short distance away."
High Cliff State Park Superintendent Carolyn Morgen will join Mrs. Walker and serve as the
guide for the 1.3 mile walk on the Forest Management Trail. The trail starts at the Forest
Management Trail parking lot. This self-guided trail compares managed and unmanaged
woodlots. A 25-stop guide is available at the park office for visitors interested in woodlot
management. High Cliff State Park is the only state-owned recreational area on Lake
Winnebago, which is Wisconsin's largest inland lake.
"The Department of Tourism is honored to team up with the First Lady to promote Wisconsin's
trails and parks and the benefits they provide," said Tourism Secretary Stephanie Klett who will
also be participating in the walk. "Whether at the state, county or city level, we have done a
stand-up job to develop the infrastructure that lets residents and visitors alike enjoy the state's
natural scenic beauty. It's what makes us a leader in the nation."
The June 4 walk is free to the public and the state park admission fee will be waived for those
taking part in the event. High Cliff State Park is located at N7630 State Park Road in Sherwood.
Participating walkers should meet in the parking lot at the Forest Management trailhead.

Commerce had originally requested this amendment to allow coops to receive the dairy manufacturing tax credit on a per-
facility rather than per-entity basis. Rep. Ott believes the credit should apply per entity, whether a coop or other entity.
Commerce is concerned that granting the credits per facility for all recipients will dilute the pool of funds available. Issuing
the credits per facility (for all entities) will favor larger firms, while mom-and-pop operations benefit more from the per entity
limit.
We are checking with the Cheesemakers to see what their position on this issue is, but they are likely split on the issue.

To base the credit cap on a per facility basis without regard to organizational structure is going to further dilute the benefit
of the credit to those entities and smaller businesses that have only one facility.
For example, for the round of dairy credits that was just completed, each non-cooperative eligible applicant received
18.27% of the maximum credit they could have received had there been unlimited resources. So, a dairy business that
had a total of $174,083 in expenditures in 2010 could have received a maximum credit of 10% or $17,408. Instead, under
the "pro-rata" formula, the business receives $3,181 or 18.27% of the maximum credit. The mix of applicants included
credits going to each of four facilities for Marathon Cheese and eight facilities for BeiGioioso Cheese, both S-corporations.
Had the credit cap been based on a "per entity" basis for S-corps, the allocation percentage for each of the other entities
would have increased. Had the credit cap been based on a "per facility" basis for everyone, regardless of structure, the
percentage would have decreased, thereby diluting the credit for single-site businesses. A C-Corporation, such as Kraft
Foods, could have claimed more credits because it has more than one dairy manufacturing site in the state.
With respect to making both appropriations continuing, it is more of a DOR/DOA issue. I assume DOR would prefer to
keep a sum-sufficient for greater administratively flexibility. DOA may be receptive to making both appropriations
"continuing" for fiscal accountability reasons, but yet, recognizing that there needs to be some administrative flexibility,
which a continuing appropriation might provide. I do not necessarily want to speak for those agencies.

change proposed by the Governor for non-cooperative processor credit appropriation [s. 20.835

The Daily Manufacturing Facility Investment Tax Credit was created in the 2007-09 biennial
budget. As originally crafted, the I 0-percent credit was available to businesses that made eligible
expenditures to modernize or expand their dahy processing facilities, but was limited to a
maximum credit of$200,000 per business entity, regardless of the number of processing facilities
owned and modemized or expanded by that entity.
In follow-up legislation, Assembly Republicans attempted to clarify that cooperative dairy
manufacturing facilities would also be eligible for the credit (2007 AB 763 & 2009 AB 34).
Cooperatives are responsible for the vast majority of dairy processing in Wisconsin. Credits would
be passed through to members based on the amount of milk each member delivered to the
cooperative.
As negotiations on this change progressed, there was agreement between the cooperative and
proprietary dai1y processors that the credit would be available on a "per facility" basis to all
eligible claimants. In other words, the credit was converted from an aggregate maximum of
$200,000 per claimant/processor to a maximum credit of$200,000 per modernized or expanded
facility. A level playing field was of primary impmtance to both the cooperative and proprietary
dai1y processors. [Note- despite a change to a "per facility" credit, the total amount of credits
that can be allocated statewide remains capped in statute. For FY 2011-12 that amount is
$700,000 for cooperatives and $700,000 for non-cooperative facilities.]
The credit was ultimately extended to cooperatives and other dairy processors on a per facility
basis via 2009 Act2. Act 2 was the budget repair bill introduced, passed, and signed into law by
the Democrats in 48 hours in Febma1y 2009.

The Governor's budget proposes a change to the structure of the credit by specifYing that only
cooperatives would be eligible to claim the credit on a per facility basis ($200,000 maximum credit
per facility), while all other entities would be limited to an aggregate maximum of$200,000 per
entity regardless of the number of facilities. This change eliminates the level playing field agreed
to by all parties at the outset.
Fmther, the changes proposed would be effective with the stmt of the 2011 tax year, which would
be nearly half over by the time the budget is signed into law. This changes the rules of the game in
the middle of the tax year for those non-cooperative dairy processors that may have taken on
modernization and expansion eff01ts with the anticipation of receiving the investment tax credit on
a per facility basis.
This change was proposed by the Depmtment of Commerce. The Department states that when the
cooperative language was added, the credit was extended on a per facility basis to all pass-though
business entities (co-ops, S-carps, LLCs, and partnerships), but C-corps were overlooked and
thereby not provided the opp01tunity to access the credit on a per facility basis.
Rather than skewing access to the credit to the significant advantage of cooperatives (as proposed
by Commerce and the Governor), the better alternative is to clarifY that all business entities,
regardless of orgm1ization structure, are eligible for the credit on a per facility basis.
Also, conve1t the appropriation from which the credit is paid to cooperative processors from a sum
sufficient appropriation, to a continuing appropriation [s. 20.835 (2)(bp)]. This would mirror the
change proposed by the Governor for non-cooperative processor credit appropriation [s. 20.835
(2)(bn)]. Again, this is an issue of ensure equity between the two different types of processors.
Both Cooperative Network and the Wisconsin Cheese Makers Association are fully supportive of
this modification.

a continuing appropriation.

Attached is a letter from the OSER Director to Secretary Huebsch that provides some clarity on the
implementation plan related to collective bargaining agreements and development of a compensation plan once
the Budget Repair bill passes. It is consistent with remarks made by the Governor and testimony given before the
Finance Committee. In essence, it indicates that once the budget repair bill passes all provisions in current
collective bargaining agreements will remain in effect until a new comp plan for represented staff is developed
and approved by JCOER. The only exception of course are the three items that are modified by the budget repair
bill- employee health contributions, employee pension contributions and the collection of union dues.
The point is, not much will change until a new comp plan is developed and approved by JOCER. Development of
the comp plan will require work and input from many agencies and is expected to take several months.

The Office of State Employment Relations (OSER) has been receiving many questions
regarding the status of collective bargaining provisions once the contract extensions are cancelled
effective March 13,2011. As provided in section 9143 of January 2011 Special Session Senate Bill
11, the Director of the Office of State Employment Relations is afforded the discretion to "continue
to administer those provisions of the collective bargaining agreements that the director determines
necessary for the orderly administration of the state civil services system until the compensation plan
under section 230.12 of the statutes is established for the 2011-13 fiscal biennium." Section
230.12(3), Wis. Stats., directs the Director to prepare and submit the Compensation Plan to the Joint
Committee on Employment Relations for its approval.
I want to clarify that pursuant to my authotity under s. 9143 of the Bill, with the exception of
dues deductions, employee health insurance premium deductions, and employee contributions to the
Wisconsin Retirement System (WRS), all other provisions of the master Agreements, as well as
provisions of local agreements, and other memoranda of understanding and negotiating notes, will
continue at least through June 30, 2011. I want to emphasize that current provisions related to items
such as annual leave, sabbatical, supplemental health insurance conversion credits (SHICC), and
overtime will also continue. Contract provisions that continue will remain in place until a new
Compensation Plan covering rep!'esented employees is approved by the Joint Committee on
Employment Relations. Wis. Stat. s. 230.12(3)

5. Do the benefit changes for health insurance and pension contributions apply to legislators now, or must
they stand for re-election before those changes are made?
6. Will the budget repair bill undue the rules regarding seniority status during layoffs? For instance, if
someone with more seniority gets laid off, will they still be able to "bump" someone with less seniority doing
a differentjob?
7. Will similar workplace rules negotiated into statute by the unions still apply?

I just received the following message from the Office of State Employment Relations Director in response to
questions about the impact of the proposed budget repair bill on continued eligibility for the supplemental sick
leave conversion credit for payment of health insurance premiums in retirement and professional development
time.
Assuming that the Budget Repair Bill passes as initially proposed, eligibility for SHICC and
PDT will continue for at least the remainder of the 2009-11 biennium under the OSER
Director's discretion to continue certain provisions of the former collective bargaining
agreements. Thereafter provisions will be governed by the compensation plan, applicable
statutes, or administrative code.
We are continuing to work on gathering answers to your other questions and will forward information as it
becomes available.

The governor's proposed two-year budget,
however, is a different matter.
Now that they've had a chance to compare
the cuts in the budget to the expected
savings- if his legislation increasing
government workers' pension and health
care contributions survives court challenges
-many, including Appleton Mayor Tim
Hanna, are ready to speak out.
Hanna is headed to Madison on
Wednesday for a press conference. He and
several mayors want to call attention to the
rough financial picture their cash-strapped
cities face. The sponsor is the Urban
Alliance, a component of the League of
Wisconsin Municipalities.
"It's not as simple as it is being portrayed,"
said Hanna of how Republican lawmakers
suggest the infusion of employee
contributions will offset the impending cuts
in the budget plan. "I understand the
concept of giving us more tools. It's
something that mayors have been asking
for from other governors in the past. I
appreciate the effort to fill our toolbox, but
the tools that are being presented in the
cuts don't add up."
Appleton's cuts come to about $1.9 million
under the governor's budget, while its
projected surplus with the pension
contributions nearly totals $800,000. The
net effect is a $1 million loss for the city,
according to an analysis by Lisa Remiker,
the city's finance director.
Walker has talked about rolling back costly
clean water regulations to give local
governments relief.
But Hanna said that does little to balance
the budgets of the city and numerous other
communities whose utilities charge user
fees to achieve state and federally

Corrections Overtime Information
I am getting the exact numbers emailed shortly, but Corrections just called me and if last
years overtime numbers held steady and we were out from under the collective bargaining
contracts, which allow for sick leave/overtime stacking, the state would have saved $5 to $6
million out of a $28 million overtime total.
That is 20 percent reduction in overtime costs.
That is even assuming overtime is paid time and a half which is required under federal fair
labor standards over 40 hours.
I'll forward you more when I get it. Just thought it would be good information for those
wavering on collective bargaining and why it must change.
