H.B. 86 of the 129thGeneral Assembly, to exclude most juvenileproceedings and adjudications from criminalrecords checks; to ensure that persons sentencedto confinement receive credit for time served injuvenile facilities; to expand eligibility for thesealing of criminal records and to eliminate theprohibition of the sealing of juvenile records incertain cases; to make the use or possession withpurpose to use drug paraphernalia with marihuana aminor misdemeanor; to provide that a court'sfailure to warn an offender at sentencing aboutthe possibility that the court may order communityservice if the offender fails to pay the costs ofprosecution does not negate or limit the authorityof the court to so order community service; topermit an individual subject to civil sanctions asa result of a conviction of or plea of guilty to acriminal offense to file a petition for relieffrom the sanctions and establish a procedure forthe review of such petitions; to permit the courtof common pleas of the individual's county ofresidence to issue a certificate of qualificationfor employment; to permit decision-makers toconsider on a case-by-case basis whether to grantor deny the issuance or restoration of anoccupational license or employment opportunity toan offender who has been issued such a certificateregardless of the offender's possession of thecertificate and without reconsidering or rejectingany finding made by the issuing court; to provide192021222324252627282930313233343536373839404142434445464748495051
