TheDisciplinaryPanelruledthattheSanctionof"Disbarment"beimposedenialoftheStay,"DangertothePublic"hasonlycomeaboutafterthefactanagainstAppellant.TheSanctionasimposeddidnotincludeanyfindingsthatshposedadangertothepublic,oraneedforaninterimsuspension,andnorequesforinterimsuspensionwaseversuggested.TheattemptedjustificationforthwasnotpartofthePanelRuling.Rule59oftheRulesofSupremeCourtstates:"AAppellantmayseekastayofthedecisionofthehearingpanelbyfilintherequestwiththehearingpanel.Theapplicationforstaypendingappea
shallbegrantedsubject
