SENATE BILL NO. 396BY SENATOR CROWEAN ACT1To amend and reenact R.S. 34:3494(A), (B)(3), and (D), to enact R.S. 34:3499(A)(10), and2to repeal R.S. 34:3494(B)(9), relative to the Louisiana International Gulf Transfer3and Terminal Authority; to provide for changes in the board membership; to provide4for powers of the authority; to provide for the payment of certain expenses; and to5provide for related matters.6Be it enacted by the Legislature of Louisiana:7Section 1. R.S. 34:3494(A), (B)(3), and (D) are hereby amended and reenacted and8R.S. 34:3499(A)(10) is hereby enacted to read as follows:9§3494. Board of commissioners; qualifications; term; vacancies; compensation10A. The authority shall be governed by a board of sixteen

11commissioners, consisting of the secretary of the Department of Economic12Development and the secretary of the Department of Transportation and13Development, the chairmen of the House and Senate committees on transportation,14highways, and public works or their designees and twelve

commissioners15appointed by the governor to be chosen on the basis of their demonstrated experience16in maritime or business leadership, or both, and their stature and ability to act17effectively for the best interests of Louisiana. Such commissioners shall not be18appointed or elected commissioners or board members of any other Louisiana port.19B. Commissioners shall be chosen as follows:20* * *21(3) One member shall be selected from a list of three nominees submitted by22the New Orleans Steamship
Louisiana Maritime
Association.23* * *24D. The members of the board of commissioners shall serve without25compensation but shall be reimbursed for travel expenses incurred in attending26meetings
or performing duties authorized by the board of commissioners
