To provide that no United States assistance may be providedto Pakistan until Dr. Shakil Afridi is freed.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. LIMITATION ON FOREIGN ASSISTANCE TO
3
PAKISTAN.

No amounts may be obligated or expended to provide
5
any direct United States assistance to the Government of
6
Pakistan unless the President certifies to Congress that—
7
(1) Dr. Shakil Afridi has been released from
8
prison in Pakistan;
