Alongdistancetransportationvehiclenamed“YomaThitsar”thatprovidespassengertransportationservicesbetweenThandwe,insouthernArakan,andYangon(Yangon)wasreportedlyraidedbyanarmedethnicRakhinegangheadingamobofapproximately300Rakhinemenandwomen,andbrutallymurdered10MyanmarMuslimpassengersatTaunggup,includingawomanroadtrip-managerandherassistant,bothMuslims.ThevictimswerepilgrimswhowerereportedlyreturningtoRangoonaftertheirDawa(Jamat)spiritualserviceattheThandweThitsarMasjidinThandweinsouthernArakanState.ThevictimswereallMyanmarMuslimsandtheyincludesixfromTaungtwinGyi,twofromMyaungmya,twofromThandwe,andawomantrip-managerandherassistantfromthetransportationcompany.AprominentMuslimattorneyfromThandwewasalsooneofthevictims.Theidentityofthevictimsreleasedbytheofficialswere:

Furtherinquirytothismassacrerevealedsomegraphicdetailsofthemassacre:AnunusuallylargemobofethnicRakhine(estimatednearly300),convergedafterthebuswasstoppedbyanarmedgangofRakhinemenneartheLaWaKagateinthesouthernArakancityofTaungGoke,whichisheavilypopulatedbyethnicRakhine.Thearmedgangreportedlyshouted“ArethereKalainthebus?Comeout,wewillkillyouall”whileyieldingtheirmachetes,swords,andspears(Kala



isaderogatoryracialslurusedforpeopleofSouthAsianorMiddleEasternappearanceinBurma).Thewomantrip-managerdescendedfromthebusandbeggedthearmedmobtosparetheirlivesandletthemgo.Themanagerwaspushedasidebythearmedgangandsteppedintothebus,andimmediatelyshouted“HereareKala,hereareKala”.SubsequentlyseveralarmedmenstormedthebusanddraggedtheMuslimoutofthebus.ThemobattackedtheMuslimpassengerswiththeirmachetesandswordsastheywerebeingdraggedoutofthebus.AlltheeightMuslimpilgrimswerekilledonthespot.Asthebodieslienearthesideofthebus,themobsuddenlyturnedtowardtheshakenassistantofthetrip-managerandshouted“Aren’tyoualsoKala?”Themobattackedhim,killinghimonthespot.Accordingtoseveraleyewitnesses,themobthenturnedtowardthefemaletrip-managerandshouted“Aren’tyoualsoKala?Comewithus”.Astheytriedtograbher,sheapparentlyrantowardtherearofthebus,butdidnomakeitfar.Theygrabbedher,pullingherhairwhiledragginghertowardthecrowd,andthemobknockedhertotheground.Theyrippedherclothesoffbypullingfromeverydirectiontoabarebody,andthenagroupofRakhinewomensurroundedher,andstartedbeatingheronthehead,waist,armsandlegswithsticks.SomeRakhinemenpushedwoodenstickstotheprivatepartsofthevictim’sbody,andpushedherbreastswithsticks.Finally,onepersonpressedherthroatfromoutsidecausingthevictimtobleedfromhermouththatresultedinherdeathofthewoman.Thevehiclewasthendestroyedbythemobbysettingitonfire.FiveMuslimpassengerswerereportedlyabletoescapeduringthechaos.Theill-fatedbus,operatedbyaMuslimtransportationcompany,wasreportedlypassingthroughTaunggupwhenitwasattacked.Thehorrorreportedlydidnotstopthere.Themostlydismemberedandmutilatedbodiesofthe10victimswerereportedlypiledbythemobnearbyNyaZay(PMmarket),andalltheRakhinemenandwomeninvolvedinthismurderwerereportedlydrinkinganddancing.Somemenwerealsospittingandurinatingonthedeadbodies,accordingtoeyewitnesses.“Wecouldn’tbelievewhatwesaw”ashakenwitnesstoldourcorrespondentonthephone.ThemassacreisreportedlydevisedbyradicalRakhineextremiststhroughspreadingrumorsofarapecaseallegingaMuslimboy,whichisacommontoolusedbyradicalelementsinstirringupcommunalriotsordestructionofmosquesinBurma.



Thismassacreisbeyondone’scomprehensioninthisdayandage.Regardlessofrace,religion,andethnicity,thehumanityinArakanatthebrinkofatotalcollapse,anditcanbesavedonlytheinternational

communitythroughimmediateinterventionandfullcooperationbythenewBurmesegovernmentwithtransparency.ThesituationisfluidandthespreadofthiscoordinatedmassacreofMyanmarMuslimstoRohingyaareasmustbestoppedimmediately.TheUnitedNationsHumanRightsCommission,thegovernmentofUnitedStates,theEuropeanUnion,theOrganizationofIslamicCooperation,theleadersofallpeace-lovingnations,thehumanrightadvocacygroupsworldwide,andallthereligiousfaithmustholdthegovernmentofMyanmarresponsibleforthistragiclossofinnocentlives.Theinternationalcommunitymustnotletthegovernmentofficialsgetawaybydownplayingthisorganizedmurderassomekindofaccident.ExpressionofonlyregretsbytheBurmesegovernmentwillbefarfrom“adequate”.

TheArankanProjectReportedthatforcedlaborcontinuesonalargescaleinNorthArakan(Rakhine)State,thehomeofthepredominantlyRohingyaethnicpopulation.Duetoonsetofthisdryseason(priortothearrivalofmonsoonrain),forcedlaborexactionshavereportedlydecreasedinsomeareas,inthevicinityofMaungdawTownship.InButhidaungTownshiphowever,forcedlabor,exactedmostlybytheArmy,continuedasthesametrendasinpreviousyears,butincreasedinsomeareas.

Increaseinarbitrarytaxesandfines

InMaungdawTownship,thearbitrarytaxesandfines,includingarrestanddetentionforthepurposeofextortion,havereportedlyincreased.Villagersare

increasinglytargetedwithallegationsofdrugpeddling,extra-maritalaffairs,unauthorizedmarriages,illegalborder-crossingtoBangladesh,unauthorizedhouseextension,unlawfulconstructiononlandregisteredaspaddyfields,illicitpossessionofamobilephone,involvementinhumansmuggling,orsubjecttoextortionwhenreceivingremittancesfromrelativesabroad.Inmanycases,suchallegationsresultinarrestandarbitrarydetentionwithoutanylegalprocessforthesolepurposeofimposingaransomforrelease.

PrevailingpracticesofforcedlaborinNorthArakan

TheArakanProjectclearlyoutlinedtheprevailingforcedlaborpracticesinitsreport.InMaungdawTownship,theNaSaKahasreportedlyestablishedcampsandoutpostsallalongtheborderwithBangladeshandisthemainuserofforcedlaborwhereasinButhidaungTownshiptheArmyisperpetrator.InNorthArakan,asopposedtotherestofthecountry,forcedlaborisexactedonadiscriminatoryfashionasitisonlyimposedontheRohingyapopulationwhileothercommunitiesareexempt.

Roadconstruction/rehabilitation

InfrastructureconstructionreportedlyhaddecreasedforcedlaborinCentralandNorthMaungdawasGarrisonEngineers(GE)tookoverthedirectimplementationoftheprojects.InotherareasGEcontinuestosubcontractcertainworktotheNaSaKa.VillagersfromInnDinandKyaukPanDawclaimedthat,duringthedryseason,theyconstantlyreceivedorders
