The undersigned,
Detective
Richard
Bango, being duly
sworn,
does deposeand state
that
he is a
member
of
the Shelton
Police Departmentsince
October
27,2000.
At
all
times
mentioned herein,
the
undersigned
was
acting as
a
member of
said
department.
Thefollowing
facts
and
circumstances
are stated
from
personalknowledge and
observations,
as
well
as
information
received
fromother
police
officers acting
in
their
officialcapacity, and
from otficial
policereports and
statements
madebyprudentcrediblewitnesses.
2.
On
51812012
Officer
KennethGiangregorio
was
dispatched
to 819
River Road Shelton CT, the
Cumberland
Farms,
regarding
a
counterfeit
money
complaint.
Uponarrival
Officer Giangregorio
spokewith
store manager, Robert
Brewer.
Brewer
stated on
0510512012
al
approximately
1930 hours a customer came
in
the store
andgaveanew
employee
a$20.00
dollar
bill and then
walked
out andpumped
gas
in
his
truck.Brewer stated
the same
malereturned
to
the
store
a couple
of minutes
later andgave
the same
clerk
another$20.00
bill and
walked
backout
to
his
truck
andpumpedmore
gas.
Brewerinformed
OfficerGiangregorio
it
was discovered
later
that
day
that
both
$20.00
bills
werecounterfeit.Officer Giangregorio
seized the two
$20.00
bills as evidence and
tagged them
asexhibit
one.

On
O5lOgl2O12
this
Affiant
was
assigned
to follow
up on
the
case.
Detective
Trabka
and this
Affiant
responded
to the
CumberlandFarms and spoke
with
Brewerregarding
the
case.
Brewer
stated
on

the

surveillance
video.
Brewer
stated
aregular
customer
by
the
name
of
Gary Ouellet
triedto
pass3
counterfeit$20.00
bills
to
Crowley three
weeks
earlier.
Crowleyrealized
the
bills
were fake and
kicked
Ouellet
out of
the
store.
Brewer
stated
he
watched
the
videowithCrowley. Upon
watching
the
video
Crowley
was
able
to
point
out Ouellet
as
the
man
that
passed
thecounterfeit
bills
weeks
earlier.
Detective
Trabka
and this
Affiant watched
the video
with
Brewer and
a
white
male
could
be seen
driving
up to
thegas
pumpin
a
mid
to
late 2000's
white Chevrolet
Silveradopickup truck.A
white male,
approximately
5'8,
medium build in his
forties, could
be seen
walking
into
the store
and
handing
Ballaroa
cash
bill.
The
man then
walks
back
to
his
truck
andpumps
gas.
The
man
then walks
backinto
the
store,
takes
money
from
his
wallet and hands
Ballaro
another
bill, then
walks
back out
and
pumpsmore
gas.
This
Affiant
believes
the
second
trip
into
the
store
suggests
that
the
male realized
the
clerk
did
notknow the
first
$20.00
was counterfeitso
he
went
back a second
time.
This
Atfiantwas
advised by Brewer
thatOronoque
Plaza
Dunking
Donuts in Stratford
was
also
victimized
by a
counterfeit$20.00
bill
recently.
ThisAffianttraveled
to
that
location and spoke
to
manager
Janet
Mucherino.
ManagerMucherinostated
that
about two
weeks
ago
they
received a
counterfeit 20.00
bill
from thedays
receipts.
lt
was
unknown toemployees
who
passed
the
bill.
Oronoque
Plazais
approximately
112
mile from
the Cumberland
Farms.

This
Affiantcontacted
Crowley
who statedon
04120112
he was
workingat
CumberlandFarms and Ouellet
came
inand
triedtopass
him
three counterfeit$20.00
bills.
Crowley
stated
hepersonallyknows Ouelletbecause
he
livesin
Pine
Rock Park
with Ouelletand
knows him
fromthe neighborhood.
Crowley
stated
heimmediately recognized
the
bills as
fake
becausethey were
smaller
and
the
color and feel
was
not
right.
Crowley
stated
atthe
time
he kicked
Ouellet
outof
the
store and
did
not call
the
police.
CrowleystatedBrewer
showed
him
the
billsthat
were
passed
to
Ballaro
on,05/05/2012
andtheywere
the
same.
Crowleystated
when
he
watchedthe
surveillance video
from
05/0512012
herecognized
Ouellet
as
coming
in
the
storetwice
giving
Ballaro
cash.
Crowley stated
the
man,(
Ouellet)
whocame
inon
05/0512012
wasdefinitely
thesame
person
who
passedhim
the
same
fake$20.00
bills
on
04120112.

learned
thatper
NCIC and
Shelton
Policerecords
that
Gary
Ouellet
resides
at
52
Shinnacock
TrailShelton
CT,
which
is
located
blocksaway
fromtheCumberland
Farms
on River
Road.
A
State
PoliceRecords
Check
revealed
that
Ouellet
wasarrested
twice
in
the
past
and
he is
described
as
a
white
male,age
48,
5'7 tall
with
a
medium
build.
Said
description
matches
the
descriptionof
the
manthese
Affiantsviewed
in
the
surveillancevideo.
8.
Asearch
of
the Shelton
PoliceDepartment
database
revealed
that
Ouellet'sson,
22
year
old
KyleOuellet
was
arrested
for
passing
counterfeit
bills at the
Trumbull
mall
on
0710612010.
On
said date
Kyle
reside
d at
52
Shinnacock
Trail,
Shelton
CT.
During
said
investigation
SpecialAgent
Maharof
the
US SecretServiceretrieved
variouscounterfeiting
equipment
from
52Shinnacock
Trail.
Equipmentseized
was
a
scanner/printer,
onegallon
jug
of engine
de-greaser
(PurplePower)
which
iscommonlyused
to
removeink
fromgenuinebills
,
anda brown leather
brief
case
which
contained
various
itemsused
in
thecounterfeitingprocess.
9.
On
0511412012
Detective Trabkaand this
Affiant
appliedand
was
granted
three
searchand seizure
warrants.
One for
the
residenceof 52 Shinnacock
Trail,
one
forthe
personofGary Ouelletand
the
third
for
Ouellet's
vehiclea
2007Chevrolet
Silverado
bearingCT
2CO421.
Prior
to
servingsaid
warrants
this
Affiant
met
with
US
Secret
Service Agent,
William
Guida.
This
Affiant
showedGuidaboth
$20.00
bills
that
Ouelletpassedandhe confirmedthat they
were
in
deed
counterfeit.
