The documents provided do not appear to be fully responsive to the request. Here is what seems to still be missing. 1) The resume of finalist Robert Romero. (Item #4 from IPR 11-200) 2) List of the individuals involved in reviewing, interviewing and selecting applicants, finalists and the final choice to fill the position. (Item #5 from IPR 11-200) 3) The steps involved in the selection process including the individuals involved at each stage and the specific criteria applied to achieve the finalists and selected choice to fill the position. (Item # 6 from IPR 11-200) 4) Names of previous holders of the position and their qualifications. (Item #7 from IPR 11-200).

The PED has no such documents responsive to these questions and is not required to create documents, create lists, or provide narrative responses in response to a public records request. Please be informed that the Inspection of Public Records Act Compliance Guide (Sixth Edition-2009), issued by the Attorney General of New Mexico, states at Section VII (B), page 34 that: The right to inspect applies to any nonexempt public record that exists at the time of the request. A records custodian or public body is not required to compile information from the public bodys records or otherwise create a new public record in response to a request.
