In Attendance:Members: John Meade, Michael Hersey, Frederick Komenda, Guile WoodStaff: Joe Gibbs, Mooring Officer, Mary McGaughey, Administrative AssistantCouncil Liaison: Frederick ChirigotisI. CALL TO ORDER:Chairman John Meade called the meeting to order at 7:02pm.II. MINUTES:Motion was approved to accept the minutes of December 18, 2007.III NOTICES OF INTENT (NOI):None.IV. MOORING APPEALS:None.V. OLD BUSINESS:John Meade suggested approaching the Mooring Capacity Analysis in two phases.The first phase would be studying possible short term solution issues in dealing withcurrent regulations and policies that can be acted on in a relatively quick manner. Thesecond would be a long term study dealing with the issues of mooring demand andutility and use of our various harbors and may be site specific. These issues willhave different components as each mooring area is unique unto itself with differentconcerns and impacts.Workshop to discuss the course of action to start the Mooring Capacity Analysis isscheduled for February 5, 2008, 7pm at the MEA office.Councilor Fred Chirigotis reported that the proposed shellfish overlay district/dock moratorium was voted down with reconsideration for a possible compromiseinvolving moorings. Concerns were expressed about the possibility of allowingmoorings to be issued to the affected property owners and how it relates as to statelaws, town regulations and predefined wait list areas.VI. NEW BUSINESS:None.VII. CORRESPONDENCE:None.

VIII. HARBORMASTER REPORT:Joe Gibbs reported that 38% of the mooring waitlist renewals have been returned. Waitlist renewalsmust be received in our office complete with $5 fee by 4:15pm March 15, 2008. Renewals not returnedto the office by that time will be removed from the waitlist. There is no appeal.Mooring permit renewals for 2008 are at the printer and are expected to be mailed out 2/1/08 and willbe due back in the office by March 31, 2008. Applications received in the office between April 1 andMay 14, 2008 will incur an additional $25 late fee.A copy of the Town Ordinance regarding speed and wakes will be included on the cover letter of the mooring renewals. Barnstable Harbor applications will include an additional note regarding speedand wakes in the Sandy Neck area.IX. MINUTES:Motion was approved to accept the minutes of January 22, 2008.III NOTICES OF INTENT (NOI):Bergeron – 59 Short Beach Rd., Centerville (Centerville River)Construction of a new timber pier. - No Objections.IV. MOORING APPEALS:None.V. OLD BUSINES:John Meade asked Councilor Chirigotis if there is any news on the Shellfish OverlayDistrict to which he stated that reconsideration had been made and there has beenanother filing to create a temporary shellfish overlay district.VI. NEW BUSINESS:Pier Proposal – 265 Baxter’s Neck Rd – Marstons MillsJohn Odea of Sullivan Engineering presented plans for a 100’ pier in North Bay for apreliminary review prior to submitting the N.O.I.Change of Vessel at Gateway Marina – Gary Brown, slip holder. Request to changefrom 23’ to a 22’ vessel. Eric Shufelt, Marina Manager, has no objections. Frederick Komenda abstained from vote stating family member/conflict of interest, resulting inno quorum. John Meade requested that they put the request on next months meetingagenda for a vote.VII. CORRESPONDENCE:None.
