General Assembly Finalizes State Budget: Programs forHomelessness and Supportive Housing Protected and Expanded
The Illinois General Assembly did manage to pass their fiscal year 2013(FY13) state budget by their May 31 deadline. At a time of large budget cuts for many health care and human service programs, advocates weresuccessful preserving and even increasing line items addressinghomelessness. This represents a significant victory and demonstrates agood deal of support among legislators for these programs.The victory is somewhat mitigated by the fact that much of the money forthese programs in FY13 will be diverted from the Illinois AffordableHousing Trust Fund
,the main state revenue source for preserving anddeveloping affordable housing units. Overall, however, we are pleasedthat all Trust Fund resources will be spent on housing-related programs,with no fund sweeps or interfund borrowing, in a way that helps reducethe cuts necessary in other parts of the budget. The Illinois General Assembly officially closed the spring legislativesession when the Senate adjourned near 2 am Friday morning. TheChamber worked late into the night to ensure that key pieces of theChamber's legislative agenda were successfully passed.Major victories included passage of Senate Bill 1849 gaming expansionbill that includes a land-based casino in Chicago, House Bill 4568 IllinoisJobs Now CREATE bond authorization legislation, and Senate Bill 2885Health Care Purchasing Group Act.
