orafteravacancyintheofficeoccurs.thespeakerofthecitycouncil,thechairpersonofthecitycouncil'spublicsafetycommittee,andthechairpersonofthecitycouncil'scivilrightscommitteeshallrecommendtothemayorcandidatestoserveasinspectorgeneralfortheNewYorkcitypolicedepartment.Suchrecommendationsmaybemadejointlyorseparatelyandshallbemadepublic.Suchrecommendationsshallbenon-bindingonthemayorandshallnotlimittheconsiderationofothercandidatesbythemayor.b.Notlaterthan90daysaftertheeffectivedateofthelocallawthataddedthissectionorafteravacancyintheofficeoccurs.themayorshallappointanindividualtoserveasinspectorgeneralfortheNewYorkcitypolicedepartmentforatermof7years,renewableonce.Theappointmentshallbewithoutregardtopoliticalaffiliationandsolelyonthebasisofintegrity,ademonstratedabilityinlaw,publicadministrationorinvestigationsandademonstratedcommitmenttotheprotectionofcivillibertiesandcivilrights.c.TheinspectorgeneralshallnotbeacurrentmemberoftheNewYorkcitypolicedepartmentorhaveservedinthedepartmentwithinthelast10years,norshallthemayortransferanyresponsibilitiesfortheoperationofdepartmentprogramsoractivitiestotheofficeoftheinspectorgeneral.d.Theinspectorgeneralshallreporttoandbeunderthesupervisionofthemayor,andshallnotreportto,orbesubjecttosupervisionbythecommissioneroranyemployeeofthedepartment.Neitherthemayornorthecommissioner(oranyotheremployeeofthedepartment)shallpreventorprohibittheinspectorgeneralfrominitiating,carryingout,orcompletinganyreview,orfromissuinganysubpoenaduringthecourseofanyreview.e.Theinspectorgeneralmayberemovedfromofficebythemayor.Themayorshallcommunicateinwritingthereasonsforanysuchremovaltothecouncilnolaterthan30days

§472.DutiesandResponsibilities.a.Subjecttosubdivision(b),itshallbethedutyandresponsibilityoftheinspectorgeneralto:
(1)
Reviewthepolicies,practices,programs,andoperationsofthedepartment;(2)Makerecommendationtoimprovethedepartment'spolicies,practices,programs,andoperations,includingforthepurposeofpromotingcivillibertiesandcivilrights;(3)Reviewexistingandpendinglegislation,regulations,orders,anddirectivesrelatingtothepolicies,practices,programs,andoperationsofthedepartmentandtomakerecommendationsinthesemiannualreportsrequiredbysection473ofthischapter,orasneeded,concerninghowsuchlegislation,regulations,orders,anddirectivesmayimpactoncivillibertiesandcivilrightsandontheeffectivenessofthedepartment'spolicies,practices,programs,andoperations;and(4)Keepthemayor,thecommissioner,andthecouncilfullyandcurrentlyinformed,bymeansofthereportsrequiredbysection473ofthischapterandotherwise,concerningtheimpactofthedepartment'spolicies,practices,programsandoperationsoncivillibertiesandcivilrightsandonthedepartment'seffectiveness,anyproblemsordeficienciesinthedepartment'spolicies,practices,programsandoperations,andonrecommendedcorrectiveactionsandtheprogressmadeinimplementingsuchcorrectiveactions.b.Theinspectorgeneralshallcoordinatewiththeciviliancomplaintreviewboardandtheinternalaffairsbureauandanyotherrelevantagencyregardingreviewsonmatterswheretheofficessharejurisdictionwithaviewtowardavoidingduplicationwherepossible.c.Thecitycouncilmayrecommendthattheinspectorgeneralconductparticular
