Formulation of a Strategic Action Plan for the Implementation of theNational ICT/Telecommunications Policy
On June 9, 2011 the Cabinet of the Government of Liberia endorsed theNational ICT & Telecommunications Policy for the Republic of Liberia. Thisdocument outlines Liberia’s Vision and Policy on how to utilize Informationand Communications Technology (ICT) for economic growth anddevelopment. The goal of the National ICT & Telecommunications Policy is to integrate thedeployment of telecommunications and ICT services into the overalldevelopmental objectives, priorities, and programs of the LiberianGovernment. The National ICT Policy aims to ensure thatICT/Telecommunications services and systems are people-centered,universally accessible and cost-effective. The Government of Liberia’svision for the ICT/Telecommunications sector is the integration of ICT andtelecommunications technologies within the Liberian society through thedeployment of national infrastructure that can enhance the process of national reform (National ICT/Telecommunications Policy, 2011). However,it is important to note that while the Government of Liberia has developedand endorsed a National ICT & Telecommunications Policy, it has yet todevelop a Strategic Action Plan for the implementation of the nationalpolicy. The purpose of this document therefore, is to provide for the considerationof the Board of Commissioners of the Liberia Telecommunications Authority,for onward transmission to the Ministry of Posts & Telecommunications, aframework for the development of a Strategic Action Plan for theimplementation of the National ICT & Telecommunications Policy. In thisconnection, this document presents some basic strategy concepts andprinciples; considers key steps employed in developing the action plan;provides prerequisites, elements and content; and presents some of themajor issues to be considered in the development of a strategic action planfor the effective implementation of the National ICT/TelecommunicationsPolicy.
2.0 Basic Concepts
The Wikipedia Free Encyclopedia (2011a) defines strategy as a plan of action that is designed to achieve a particular goal. This is achieved bybuilding on strengths, resolving weaknesses, exploiting opportunities andavoiding threats (DiploFoundation, 2011). The implementation of a strategicaction plan may introduce new threats and unveil new opportunities. Assuch, strategic action plans should be accompanied by periodic SWOTassessments and allow for the monitoring and evaluation of risks and riskmitigation strategies.
