What is Research and Planning?
Research and experimental development is creative work undertakensystematically to increase the stock of knowledge, including knowledge ofhumanity, culture and society, and the use of this stock of knowledge todevise new applications. It is used to establish or confirm facts, reaffirm theresults of previous work, solve new or existing problems, support theorems,or develop new theories.
Planning in organisations and public policy is both the organisationalprocess of creating and maintaining a plan; and the psychological processof thinking about the activities required to create a desired goal on somescale. As such, it is a fundamental property of intelligent behavior. Thisthought process is essential to the creation and refinement of a plan, orintegration of it with other plans, that is, it combines forecasting ofdevelopments with the preparation of scenarios of how to react to them. Animportant, albeit often ignored aspect of planning, is the relationship it holdswith forecasting.
