Despite extensive funding for the war on terrorism, nuclear threats from privatized terrorist organizations or rogue states today are highly probable, more likely than at any time in the past, and the number one threat to global economic security.

This proposal describes a special-purpose financing facility that would directly address issues of global security that are amenable to a project-financing approach where funds can be used highly effectively for capital projects.

The special-purpose facility proposed here is to be used to address global nuclear nonproliferation and eliminate the threat of nuclear terrorism from privatized, non-state terrorism and rogue states.
