Minimum Need: The District of Columbia Public Library (DCPL) has the need to procure commercial landscape design and maintenance services for plant reinstallation, maintenance and trample prevention at the Watha T. Daniel (Shaw) Library, 1630 7th Street, N.W., Washington, DC 20001 and the Dorothy I Height (Benning) Library, 3935 Benning Road, NE, Washington, DC 20019. This work is required as the landscape at Benning has been destroyed by foot traffic and minor foot traffic destruction has occurred at Watha T. Daniel. 3. Estimated Fair and Reasonable Price: $39,225.23 4. Facts That Justify a Sole Source Procurement: a) The District of Columbia Public Library utilized the services of Forrester Construction (FCC) for the construction of the Watha T. Daniel (Shaw) and the Benning Libraries. Outside Unlimited, Inc. served as the commercial landscape subcontractor to them and performed all of the work associated with the landscape design installation. b) FCCs contract provided for re-planting as necessary during the first year. Outside Unlimited, Inc. re-planted as some plants did not establish themselves, but the main need for replanting was the foot traffic through the plant beds. To date, 85% of the replanted materials have been trampled at Benning and approximately 10% at Shaw. c) This is not a basic landscaping jobgrass cutting, edging, trimming etc., but a job that requires specialized plant knowledge and complex installation experience. Outside Unlimited, Inc. has the design knowledge and experience needed to install plantings per the architectural plan, provide the trampling prevention means and provide the maintenance needed to ensure that the plants are established and thrive.

d) There is only one substitution allowed in the project and the plant has been identified. Overall, the plants at these sites, while indigenous, are not readily available at the typical nursery but are purchased through wholesalers and plant brokers. Outside Unlimited, Inc. has the contacts in place to secure these plants in a timely manner. 5.
