The District of Columbia Public Library (DCPL) has the need to procurecommercial landscape design and maintenance services for plant re-installation, maintenance and trample prevention at the Watha T. Daniel(Shaw) Library, 1630 7
Street, N.W., Washington, DC 20001 and theDorothy I Height (Benning) Library, 3935 Benning Road, NE,Washington, DC 20019. This work is required as the landscape atBenning has been destroyed by foot traffic and minor foot trafficdestruction has occurred at Watha T. Daniel.

Facts That Justify a Sole Source Procurement:a)
The District of Columbia Public Library utilized the services of Forrester Construction (FCC) for the construction of the Watha T. Daniel (Shaw) andthe Benning Libraries. Outside Unlimited, Inc. served as the commerciallandscape subcontractor to them and performed all of the work associatedwith the landscape design installation.
FCC’s contract provided for re-planting as necessary during the first year.Outside Unlimited, Inc. re-planted as some plants did not establishthemselves, but the main need for replanting was the foot traffic through the plant beds. To date, 85% of the replanted materials have been trampled atBenning and approximately 10% at Shaw.
This is not a basic landscaping job—grass cutting, edging, trimming etc., buta job that requires specialized plant knowledge and complex installationexperience. Outside Unlimited, Inc. has the design knowledge andexperience needed to install plantings per the architectural plan, provide thetrampling prevention means and provide the maintenance needed to ensurethat the plants are established and thrive.
