NotesforRemarksbyTheHonourablePeterKent,P.C.,M.P.,MinisteroftheEnvironment,Canada'sCountryStatementfortheRio+20-UnitedNationsConferenceonSustainableDevelopmentRiodeJaneiro,BrazilJune22,2012IwanttobeginmyremarkstodaybythankingBrazilfortheirgracioushospitality,andthewarmandfriendlyteamofvolunteers.IwouldliketopayspecialtributetoMinisterPatriota,whosecapableguidanceandleadershipbroughtthismassiveconferencetoasuccessfulconsensus.CanadaispleasedtoparticipateatthisUnitedNationsconferenceonsustainabledevelopment.Itispartofanimportantinternationalconversationwhichwe'vebeenengagedinsincethefirstRiosummitwasconvened20yearsago.Whilethereismuchtocelebrate20yearsaftertheoriginalRioconference...intermsofincreasedpublicandpoliticalawarenessof...andengagementin...alldimensionsofenvironmentalsustainability...wearealsowellawareofthemanychallengesyettobemet...andmastered.Insomerespects,pastisprologue.Canadawelcomestheopportunitytoadvanceandrefineameaningful,multilateraldialogueontheseexistingandemergingissues.Wearecommittedtopursuingpractical,concreteresultsthatrealisticallyreflecttheuniquecircumstancesofeachcountryatthetable--aswellastheeverydayneedsandprioritiesoftheircitizens.Amongthemostrelevantofthesenationalcircumstancesaregeography,economyandclimate.AndwebelievethebestwaytoproceedistoagreeonglobaltargetsthatallowMemberStatestoachievetheirownidealbalanceofeconomicgrowth,socialandenvironmentalprotection.WhenthefirstRiosummitwasconvenedin1992,theworldeconomywasinrecession.Twentyyearslater,wearegrapplingwithanotherdownturn.Thatmakesitallthemoreurgentforustofocusonimprovingtheefficiencyofourcollectiveefforts,tobetterintegratesustainabledevelopmentstrategieswithintheUnitedNationsframeworkandtoreduceduplicationandstreamlineexistingmechanisms.Inshort,wemustapplythemandateofsustainabilitytoourapproachaswellasourintendedoutcome.TheseelementshaveshapedCanada'sconsistentprogresstowardastronger,greenereconomy--anobjectivethatwehaveintegratedintoabroadrangeofgovernmentactionsandstrategies.Wehaveputintoplacedomesticinitiativestocombatairpollutionandclimatechange,tocontrolharmfulchemicals,andtoprotectournation'swaterandbiodiversity.Ourrecentactionsincludedevelopingandimplementingsectorbysectorgreenhousegasregulations,augmentingoilsandsmonitoring,andsignificantlyincreasingtheprotectedareasinCanada.Canada'sachievementsaretheresultofateameffort.Ourprovinceshavesetambitiousclimatechangetargetswithaviewonmarket-basedmechanisms,airpollutionregulations,andmeasurestoprotectwater,landandbiodiversity,suchasQuebec'sPlanNord,describedasthelargestconservationprojectinhistory.Ourprivatesectorandnon-governmentorganizationscontinuetoworktogetherto
