Introduction
Look at your family. Look at the block you live on. Look at the city you live in. And finally, look at the world you inhabit. What do you see? Do you see people living happy, productive, and godly lives, or do you see people whose lives are off-trackpeople who are suffering from the consequences of sin? God's plan from the beginning was that the righteous would be in authority in the world he created. But God created the first man, Adam, with the ability to choose, and Adam made a wrong choice. He abdicated his authority when he bowed to Satan, and sin entered the world. In the pages of this book, you'll explore what God's word has to say about the responsibilities of those who call themselves by God's name. You'll see that God's word is the only standard by which to make decisions. And Bishop Butler will show you what God's word says about the sins of abortion and homosexualitysins that the world all-too-easily explains away with phrases like "It's the woman's choice," or "I can't help it; I was born this way." His Plan, Our Choice

Chapter 1

In Genesis 1:26, God says to Adam: Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth. The word dominion in the Hebrew text, rayam, means to rule or to reign. God gave mankind authority to rule over all of the planet and everything in it. God made this world for His man, then God stepped back and let His man rule over it. God must have enjoyed watching Adam reign in the way God himself reigns. God gave Adam choice because God doesn't want anyone to serve Him because He's forcing them to do so. Adam had the choice to sin. God told him not to partake of the tree in the midst of the garden, but because of Satan's deception, Adam bowed to Satan and sinned, and Satan ostensibly became god of this world. We read in II Corinthians 4:3, 4: But if our gospel be hid, it is hid to them that are lost: In whom the god of this world hath blinded the minds of them which believe not, lest the light of the glorious gospel of Christ, who is

the image of God, should shine unto them. God is not blinding the minds of people so they can't receive his gospel. No, Satan, god with a lower-case "g," blinds the minds of people. God's plan was not that Satan be in authority over mankind. The fact that Adam sinned and lost his right to rule didn't surprise God, but it wasn't his plan. Proverbs 29:2 says, When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn. When the righteous rule, people rejoice; they dance, they shout, they run, and they have a smile on their faces! When people rejoice, they're happy! Praise God! When people who don't follow God, don't love God, and are not committed to His word are the ones in authority, people mourn. People groan. They sigh. Notice that Scripture doesn't say "when the righteous have authority;" it says "when the righteous are in authority." There's a difference between having authority and being in authority. You can have authority and not exercise it, and you see this from the beginning of time. As long as Adam had not sinned, he was in authority. When he was in authority, everything went well. Adam was blessed everywhere he went. All his needs were met. He was 8

full of joy and peace; the anointing of God flowed on him. When he sinned, Satan became god of this world and the wicked began to rule. Mourning resulted immediately. What happened? Adam and his wife Eve mourned the loss of their child, Abel, when their son Cain killed him. Let's read verse Psalms 82:1-8: God standeth in the congregation of the mighty; he judgeth among the gods. How long will ye judge unjustly, and accept the persons of the wicked? Selah. Defend the poor and fatherless: do justice to the afflicted and needy. Deliver the poor and needy: rid [them] out of the hand of the wicked. They know not, neither will they understand; they walk on in darkness: all the foundations of the earth are out of course. I have said, Ye [are] gods; and all of you [are] children of the most High. But ye shall die like men, and fall like one of the princes.

When the Righteous are in Authority

Arise, O God, judge the earth: for thou shalt inherit all nations. We are all children of the Most High God. God says, "Ye are gods." What do gods do? Exercise rulership. What do gods do? Reign. What do gods do? Have authority. Hallelujah! God has given us Godlike ability. He created with His words; He believed, and it came to pass. We create with our words; we believe, and it comes to pass. Jesus said that about us in Mark 11:23: For verily I say unto you, That whosoever shall say unto this mountain, Be thou removed, and be thou cast into the sea; and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith. Even though we have been given authority and even though we are declared as gods, instead of using our authority and delivering the poor and needy and doing justice, we walk like mere men. God expects the body of Christ, the ones who have authority in the earth, to set things straight in the earth. Jesus said that Christians are the salt of the earth, and we know that the purpose of salt is to act as a preservative. The Scripture tells us that the tribulation period, the coming of the antichrist, can't happen until we leave. We affect everything that 10

happens on earth, but we could have far more impact on the block we live in, the city we live in, and the nation we live in. We're powerless because we, the righteous, have not taken the authority.

The World Off Track

Chapter 2

In Psalms 82:5, it says that all the foundations of the earth are out of course, off-track. God did not design things to be off-track, and when things are offtrack, damage follows. God did not design babies to have babies. Things are off-track when almost one out of every two couples who marry get a divorce. Things are off track when you have to pass through metal detectors to go to school. Things are off-track when teachers have to crawl behind a desk to avoid getting shot by a student. Things are off-track when you have as many police officers in and around the school as you do on the street. God did not design things to be that way. The foundations of the earth are off-track because the gods that he has placed in the earth aren't walking in their authority. Things are off-track when 1.3 million babies are aborted in the United States every year. Let's read Jeremiah 1:4, 5: Then the word of the LORD came unto me, saying, Before I formed thee in the belly I knew thee; and before thou camest forth out of the womb I sanctified thee, [and] I ordained thee a prophet unto the nations. When Jeremiah was in the womb, God had already formed, called, and set him apart to be a prophet.

To Abort is Not Your Choice to Make Isaiah 49:1 reads: Listen, O isles, unto me; and hearken, ye people, from far; The LORD hath called me from the womb; from the bowels of my mother hath he made mention of my name. God named you before your mother named you. Every child in the womb is not just some protoplasm. It is a human being that God has formed, that God has called. Every child in the womb has a God-given purpose. The word of God says that abortion is murder. "But a woman has a choice!" you might say. You better believe she's got a choice! She has a choice when she decides whom she sleeps with. The man has a choice in that, also! But when she sleeps with a man, and when that egg and sperm come together, she doesn't have any more choice because the baby growing inside her isn't her body. It's now another person's body! Turn to Psalms 127:3: Lo, children [are] an heritage of the LORD: [and] the fruit of the womb [is his] reward. God gives children as a reward to people. Children are a blessing. The world sends many messages that children are curses, interferences in our lives. I'm glad I had my children. They have been a reward, a joy in my life. I'm proud of all three of them. They make me 14

look good! To kill the fruit of the womb, to take its life, is to tell God that we don't want his reward. To support people whose policies support abortion is to do the same thing. The sanctity of life is a big issue with God, and it should be a big issue with you if you are a Christian. Let's look at Judges 13:1-5: And the children of Israel did evil again in the sight of the LORD; and the LORD delivered them into the hand of the Philistines forty years. And there was a certain man of Zorah, of the family of the Danites, whose name [was] Manoah; and his wife [was] barren, and bare not. And the angel of the LORD appeared unto the woman, and said unto her, Behold now, thou [art] barren, and bearest not: but thou shalt conceive, and bear a son. Now therefore beware, I pray thee, and drink not wine nor strong drink, and eat not any unclean [thing]: For, lo, thou shalt conceive, and bear a son; and no razor shall come on his head: for the child shall be a Nazarite unto God from the womb: and he shall begin to deliver Israel out of the hand of the Philistines. God calls, God anoints people from the womb. Before you were born, when you were in the womb of your mother, God had called and selected you for a purpose. Every child that gets murdered, then, doesn't become a preacher, an apostle, a prophet, a 15

teacherdoesn't become whatever God had especially planned. Every time one is murdered, it diminishes the kingdom of God. Let me repeat: every year 1.3 million people get their lives snuffed out through abortion in the United States. In Exodus 21:22-23, the NIV reads: If men who are fighting hit a pregnant woman and she gives birth prematurely but there is no serious injury, the offender must be fined whatever the woman's husband demands and the court allows. But if there is serious injury, you are to take life for life. God says that He is the one who gives life, and in the Old Testament life was to be taken for life. Sin is Sin Taking the life of an unborn child is sin. A man and woman who are not married and get involved in a sexual union are committing sin, which the Bible calls fornication. Scripture says that those who practice that, who will not repent and turn from that, are not worthy of the kingdom of God. God is the one who ordained sex within the union of marriage, and God's definition of marriage is union between a male and a female. If a male and female engage in sex outside of the covenant of marriage, that is sin. 16

The World Off Track

Whether or not you're gay, whether or not you're lesbian, whether or not you're involved as a straight person in fornication, whether or not you're a married person involved in adultery, you are involved in sin, and none of those things should be acceptable, special, or deserving of protected rights. And none of those things should be held up as a proper lifestyle for children. You might say, "I can't help myself if I'm straight." Yes, you can! "I can't help myself if I'm gay." Yes, you can! The Bible says that all things are possible to him who believes! There are people in the Word of Faith who were once gay or lesbian, and today they are saved, filled with the Holy Ghost, married, and parents of children, set free by the power of God! The whole issue revolves around what standard you choose to follow: God's or the world's!

God's Position on Homosexuality

Chapter 3

Let's look at what Scripture says about homosexuality in Genesis 18:20-22: And the Lord said, Because the cry of Sodom and Gomorrah is great, and because their sin is very grievous. I will go down now, and see whether they have done altogether according to the cry of it, which is come unto me; and if not, I will know. And the men turned their faces from this and went toward Sodom: but Abraham stood yet before the Lord. Abraham was in covenant with God, and pled for God to save the city, finally saying, "If there are ten righteous in the city, will you destroy it?" He thought there were at least ten righteous in the city. He was wrong. Genesis 19:1-6: And there came two angels to Sodom at even; and Lot sat in the gate of Sodom: and Lot seeing [them] rose up to meet them; and he bowed himself with his face toward the ground; These two angels had the appearance of men. And he said, Behold now, my lords, turn in, I pray you, into your servant's house, and tarry all night, and wash your feet, and ye shall rise up early, and go on your ways. And they said, Nay; but we will abide in the street all night. And he pressed upon them greatly; and they turned in unto him, and entered into his

house; and he made them a feast, and did bake unleavened bread, and they did eat. But before they lay down, the men of the city, even the men of Sodom, compassed the house round,both old men, young men, all the people from every quarter. And they called unto Lot, and said unto him, Where are the men who came in to thee this night? Bring them out unto us, that we may know them. The word know there does not mean become acquainted; it means to engage in sexual relations. Word got around that there were two new men in town, and all the men in the city showed up, circled Lot's house, and asked him to bring the angels out so they could rape them. Genesis 19:6-11: And Lot went out at the door unto them, and shut the door after him, And said, I pray you, brethren, do not so wickedly. Behold now, I have two daughters which have not known man; let me, I pray you, bring them out unto you, and do ye to them as [is] good in your eyes: only unto these men do nothing; for therefore came they under the shadow of my roof. And they said, Stand back. And they said [again], This one [fellow] came in to sojourn, and he will needs be a judge: now will we deal worse with thee, than with them. And they pressed sore upon the man, [even] Lot, and came near to break the door. But the men put forth their hand, and pulled Lot into 20

God's Position on Homosexuality

the house to them, and shut to the door. And they smote the men that [were] at the door of the house with blindness, both small and great: so that they wearied themselves to find the door. Sodom and Gomorrah were destroyed because of the very grievous sin of homosexuality. I Corinthians 6:9-11 says: Know ye not that the unrighteous shall not inherit the kingdom of God? Be not deceived: neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor abusers of themselves with mankind, Nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners, shall inherit the kingdom of God. And such were some of you: but ye are washed, but ye are sanctified, but ye are justified in the name of the Lord Jesus, and by the Spirit of our God. Amen! A complete atonement has been made for sin! We are free from the guilt of sin. We are pronounced righteous by trusting in the name of the Lord Jesus Christ and the Holy Spirit of God! A number of categories of sin are named, and no one committing any one of these sins shall inherit the kingdom of God. The argument concerning homosexuality suggests it is a natural state from birth and cannot be corrected. If this is true, then all of the other categories listed in this passage are natural states. note that Scripture says that through Jesus Christ, an adulterer can stop being one. Through Jesus Christ, a cheater can stop being one. Through Jesus Christ, a liar can stop being one. And through Jesus Christ, a homosexual can stop being one. Praise the Lord! When you get born again, you don't cease being black. You don't cease being white. You don't cease being Hispanic. But you can cease being homosexual. The color of your skin and these sins are not in the same category. The wicked want to put them all in the same category, saying that if you're black you should have special rights; if you're white, you should have special rights; if you are homosexual, you should have special rights. Being black is not something I have a choice about. When I came out, I was black and I'm proud. Racism is stupid because we don't have any choice about the color we are. However, homosexuality is a lifestyle decision. Now, when you support a gay and lesbian lifestyle and promote it to your children as an alternate lifestyle, knowing that God said that anybody who goes this route cannot get into his kingdom, then you have made a decision to go against God. You might say, "You're homophobic." No, I'm no more homophobic than I am adultery-phobic, fornication-

phobic, or extortion-phobic. They are all sins. Amen! Romans 1:24-27 (NIV): Therefore God gave them over in the sinful desires of their hearts to sexual impurity for the degrading of their bodies with one another. They exchanged the truth of God for a lie, and worshiped and served created things rather than the Creatorwho is forever praised. Amen. Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones. In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their perversion. That's tough language to say that God gave men who exchanged his truth for a lie the desire for another man. God created in every man the will for a woman; that is what the Bible calls natural. Anything else is unnatural. When you support people who say it is natural, then you have taken a position against God's word.

God-Ordained Responsibilities

Chapter 4

Psalms 11:1-3: In the LORD put I my trust: how say ye to my soul, Flee [as] a bird to your mountain? For, lo, the wicked bend [their] bow, they make ready their arrow upon the string, that they may privily shoot at the upright in heart. If the foundations be destroyed, what can the righteous do? The wicked are readying their weapons to shoot at those who walk in the light. The foundations are off-track. What can those who are the righteous do about that? Proverbs 21:1 reads: The king's heart is in the hand of the Lord, as the rivers of water, he turneth it whithersoever he will. He says here that the heart of the king, or the heart of those who are in authority, is in the hands of the Lord and he turns it the way in which he wants it to go. Let me give you another Scripture. Daniel 2:20-21 says: Daniel answered and said, Blessed he the name of God forever and ever: for wisdom and might are his: and he changeth the times and the seasons; he removeth kings, and setteth up kings: he giveth wisdom unto the wise, and knowledge to them that know understanding. God does everything on earth through those who have authority on earth, and He planned for those in authority to be the righteous. He wants all men to be 25

saved and come to the knowledge of the truth. How are all men saved? Through the foolishness of preaching. In other words, a righteous man or woman needs to do His will. A righteous man or woman needs to heed His call. A righteous man or woman needs to obey Him and go speak the word of God. Believers have a God-ordained responsibility to find out what God's word says about people and issues and then to vote in line with the word of God. Believers have a God-ordained responsibility to support God rather than the devil. That's how God sets up and puts down those who are in leadership: kings, presidents, governors, and senators. In fact, there's only one thing we believers are supposed to do with our whole lives: find out and obey the Word! The word of God is the standard by which we live. Scripture tells us not to lean on our own understanding, but to acknowledge God in all our ways and let Him direct our paths. I Timothy 2:1: I exhort therefore, that, first of all, supplications, prayers, intercessions, [and] giving of thanks, be made for all men; For kings, and [for] all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty. For this [is] good and 26

God-Ordained Responsibilities
acceptable in the sight of God our Saviour. The word kings means all who are in authority: presidents, senators, congressmen, county executives, whomever. Whether or not we have a quiet and peaceable life and whether or not our country is operating on the foundations that God set forth is dependent totally upon the actions of those he placed here with authority. The righteous have to pray. They have to supplicate. But understand that everything in the word of God that requires prayer also requires action. Have you ever started praying for somebody, started interceding for the lost, when the Lord quickened you to speak to them about the word? When you start asking God to do something, God will turn around, look at you, and say, "You're anointed!" Amen. If you don't know that yet, you haven't been listening to the Holy Ghost. Now, turn to Romans 13:1-4: Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? Do that which is good, and thou shalt have praise of the same: For 27

he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to [execute] wrath upon him that doeth evil. Now governmental authorities are called ministers of God for our good, and we are commanded by God to be subject to their authority. It was not God's design for his righteous children to be under the authority and governed by the laws of those who are ungodly. We live in a representative democracy, not a democracy. We vote for people to represent us. So whatever they do, if we voted for them, God will hold us accountable because we gave them the power to represent us. Now, when we put murder and economic well-being in the same categoryall the while saying that God supplies all our needs according to his riches in glorywhen we support people who kill babies, shut out prayer in school, come up against the churches of the living God and try to shut down the gospel. We are going to have to give an account for how we voted.

Empowered to Prosper

Chapter 5

Psalms 33:12: Blessed [is] the nation whose God [is] the LORD; [and] the people [whom] he hath chosen for his own inheritance. A nation whose God is the Lord is empowered to prosper. The reason this young countryonly 224 years of ageis the economic, military and political power of the world is because this country's laws were originally based upon the Bible. People came here for the purpose of being able to worship God freely, to give him honor and glory. God has exalted this nation. In fact, God raised up the United States for the purpose of being his engine to preach the gospel to the whole world. The gospel is preached more out of this country than anywhere else on the globe. More missionaries are sent from this country than anywhere else on the globe. More money is spent to preach the word of God to the world here than all of the other nations combined. That's why God has blessed this nation. The body of Christ has been sold a lie concerning separation of church and state. First of all, separation of church and state is not even in the first amendment. The first amendment says, "Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof." It 29

does not say that the founding fathers intended to keep religion apart from civil authority; it says that they didn't intend for the church to have governmental backing. They didn't intend for the Congress of the United States to decide there's only one religion that people had to adopt or be guilty of being against the state. This is what Constantine did when he made the Roman Empire a Christian empire and everybody had to be a Christian whether they wanted to or not. This is what England did when it made the Anglican Church the state church. The founding fathers said that you can worship whomever you worship; the state cannot dictate with whom you worship. Things are off-track when you take God out of schools. In 1962-63, the following school prayer was struck down by the United States Supreme Court: "Almighty God, we acknowledge our dependence upon thee and we beg thy blessing upon us, our parents, our teachers, and our country." This was the law for nearly 180 years. Since that was struck down, teen pregnancy has gone up over 400%. Since that was struck down, divorce has gone up over 120%. Since that was struck down, SAT scores declined for 18 years straight. Since

that was struck down, our country has continued to suffer morally and spiritually. Why? There was a decision by the righteous to abdicate their authority and let the wicked rule.

The Christians Sure-Fire Guide

Chapter 6

John 14:15-17: If ye love me, keep my commandments. And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; [Even] the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you. John 15:26: But when the Comforter is come, whom I will send unto you from the Father, [even] the Spirit of truth, which proceedeth from the Father, he shall testify of me. John 16:12-13: I have yet many things to say unto you, but ye cannot bear them now. Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, [that] shall he speak: and he will shew you things to come. The word guide in the Greek means he will show you the way. John 17:13-17: And now come I to thee; and these things I speak in the world, that they might have my joy fulfilled in themselves. I have given them thy word; and the world hath hated them, because they are not of the world, even as I am not of the world. I pray not that thou shouldest take them out of the world, but that thou shouldest keep them from the evil. They are not of the world, even as I am not of the world. Sanctify them 33

through thy truth: thy word is truth. The Holy Spirit is the Spirit of truth and the Bible is the truth. If our hearts are open, He reveals all truth to us, not just truth about spiritual matters. However, He guides us into the truth. He doesn't force us. If you don't want the truth, He isn't going to make you acknowledge it. But if you are open to receive the truth, He will show you the way. Satan's Number One Weapon Turn to Revelations 12:9: And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him. Satan's tool, his primary weapon is deception. Revelations 20:7: And when the thousand years are expired, Satan shall be loosed out of his prison, and he shall go out to deceive the nations which are in the four quarters of the earth. Verse 10. And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet [are], and shall be tormented day and night for ever and ever. The devil is going to get his just due! However, he's going to take as many folks with him as possible. He's going to deceive as many folks as possible. 34

The Christians Sure-Fire Guide

The word deceive means to mislead the mind, to cause to err, to cause to believe what is false or disbelieve what is true. The only thing that keeps you from being deceived is following the Holy Ghost and allowing him to lead you into all truth. Following your own opinions, following other people's opinions, or following the media are not safe options. There's only one option that is safe. Only one that is true. God's. In the natural, I am a northern African-American young male from Michigan. However, being the son of God has precedence over all of those designations. I'm following my daddy. Which way is my daddy going? That's the way I'm going. You say, "But everybody is going the other way." Tough. I'm staying with my daddy. At the end of the day, all of us are going to stand in front of Daddy because He's the one who made us all, and everybody is going to give an account to God of the deeds and decisions made while in this body. The Christian isn't supposed to say, "I'm saved. I'm filled with the Holy Ghost. My family is saved. They're filled with the Holy Ghost. That's good enough for me, so let the rest of the world go to hell." That isn't what Scripture says. Amen! It says that

when the righteous are in authority there is rejoicing. Some righteous are going to have to get involved! God calls people to be leaders. I want you to examine yourself. What have you been doing? How do you acknowledge God? Do you find out what God says about economic policy? Do you find out what God says about taxes? Do you find out what God says about abortion or homosexuality? The answers are all in the Book. Once you find out what God says, is that your position? Amen! That's my position! If everyone else is going the other way, I'm standing with God. God and I are the majority!
