A Project to improve food production in Malabar andsolving the problems of Kol Krishi farmers of the area
Dr Suvarna NalapatThis project is intended to examine the communitydevelopment programmes of India. It is proposed to base mystudy on a small part of the Malabar area of Kerala. It isproposed to study the past and the present of the Kol Krishiproject in the above-mentioned area. The study will alsoformulate ideas for enhanced productivity in the future.Objectives1. Suggest solutions to increase productivity of rice, thestaple diet of South India, to decrease the GHI (global hungerindex) of India.2. To suggest long-term solutions for conservation of purewater for irrigation and development of fallow land for ricecultivation and for pure water supply for the neighbouring

areas.3. The suggestions for fish culture and increase in staterevenue through fish culture.4. The development of already existing canal system toconserve water for perennial cultivation, for navigation of small boats and tourism facilities which will increase thestate revenue.5. Review of the historical problems faced in this particulararea, and an account of how the people of the land hadadjusted and responded on co-operative basis to theirproblems in pre-colonial, colonial and postcolonial periods.6. Review the present status of agriculture, industry andeconomy of the area and the problems of food production inthe area at present.7. Suggest development and rural reconstruction basedsolutions to the problems faced by the area in food

production, which can provide both people and state with anincrease in revenue and thereby stabilize the civil society.8. The project is not just identifying the problems of the area,but providing solutions which can be of use to the localpeople, to the state and nation as a whole and to globalcommunity in general because of its ecological impacts.Area selected.The kol Puncha fields of old Trichur, Palghat districts (NowTrichur-Malappuram districts) generally, and specifically, thearea extending from Ponnani beach (where Bharathapuzha joins sea) to Vettikkadavu in Kunnamkulam, the largest purewater lake used for rice cultivation. Mentioned in Sanghamliterature, as Veliyam kaayal, in Logan’s ‘Malabar Manual’,and improved during the first three five year plan periodsthrough Co-operative movements, Sarvodaya and Bhoodanland reforms, the sample area represents oldest availablehistory of co-operative farming systems in agrarian Indiansociety.
