GreetingsCounty Executive Louws,First, congratulations on your recent election as Whatcom County Executive. I do sincerelywish that I could be writing my first official communication to you about something good,however, that is unfortunately not the case.I am the subject employee ofyetanother internal investigation that I believe is retaliatoryinnature,due to historical actions on my part to reportmisconduct,corrupt practices and significantcorruption within Whatcom County governmentthat I inadvertently discovered.
I’ve been a
faithfuland dedicatedemployeeof Whatcom Countyin good standingandofgoodreputefrom the date ofmyhireinMay 18
th
2001, until around mid-2006,the time of the firstreport,with noteworthy achievementsand commendations through my tenure.Although my
work ethic hasn’t changed, the circumstances around me have.
Circumstances began to devolve into long downward spiralafterI reported the misconduct of then Sgt. Steve Cooley, to the WCSO staffaround mid-2006. Since that time, Sgt. Cooley has been promoted twice, to ChiefInspectorof the Office of Professional Standards. Cooleyhas been the primary investigator in each internal investigationopened against me, despite repeatedconflict of interest objections and repeated requests to Sheriff Elfo that another investigator beassigned to investigate me.Aroundearly-2007, I discoveredinadvertentlythrough the course of an unrelatedproperty crimeinvestigation,while assigned to the WCSO detective unit,serious fraud and corruption occurring
through Whatcom County Courts and the Public Defender’s Office
,relating to electronic homemonitoring/electronic home detention (EHM/EHD)compliancebeingfalsely and fraudulentlyreportedtoWhatcom County Courts, byprivate monitoringaffiants,forsubjects who had inmany instances not complied with courtordered monitoring,or RCW requirements,evenminimally.All of the previously described circumstances were reported at the time to the appropriatedepartment heads and supervisors.

Since that time, in addition to being the subject employee of threefull-blownand lengthyClass 1Internal Investigations,
I’ve been subjected to
workplace hostility, arbitrary and capriciousdisciplinary practices,extensive double-standards,retaliation and discrimination.
I’ve been investigated extensively and disciplined for actions that were
 purposefullymisconstrued to suit a particular outcome. Thethreeinvestigations were very one-sided andclearly ignorant of the facts ofeach instanceof allegations, in many cases completely ignoringexculpatory information.In additionto being extremely wasteful of limited county resourceswith hundredsof hours,if not thousands,ofhigh paid staff time in conducting retaliatory investigationsagainst myself, aswell asothers, my wifeLoriand I have been forced to endure significant stresses and strains,
some of which have exacerbated Lori’s Multiple Sclerosis condition
on many occasions.
I’ve been deprived of an investigator’s pos
ition that I was good at, personally slandered, personally insulted,undermined, marginalized,wrongfully targeted for retaliation,forced toendureinstances of racist comments and deprived of a hostility-freeand impartialworkplace for what can only beconstrued aseffortson my partto uphold my oath in tryingto do the rightthings,for the right reasons.I am currently on paid administrative suspension, first on February 10

, 2012, then again sinceMarch 2

, 2012, where I was relieved of all duties. I am likely facing termination from a job that
I’m good at and a job that I have accumulated a number of noteworthy accomplishments in,
doing my small part in benefitting the citizens of Whatcom County and making WhatcomCounty a safer and more secure place to live.I have significant documentation andinformationto prove what occurred and the actions I tooin efforts to correctinstances of identifiedmalfeasance,occurringprimarilyunder directsupervision and directioninstructionby WCSO staffandSheriff Bill Elfo.For these reasons, andmore, Ialso
recently supported Sheriff Elfo’s opponent
,Steve Harris,in the 2011 WhatcomCounty Sheriff election.
