Oling, Lane - GOV From: Wenwie, Cullen J - GOV Sent: Thursday, May 05, 2011 4:28 PM To: Tom Kertschet Subject: RE: Paid Union time for employees | don't understand your point on flexibility. Don't local governments already have flexibility, in that they can decide to agree in contracts to pay employees to do union work? Ina practical sense, they don't have that flexibility currently. It would have to be collectively bargained for as a piece of an entire contract package, Do you mean that, under the budget-repair bill, employees could no longer bargain for this provision in their contracts? Yes. If am correct this is the reference you are looking at: Previously the Governor's office released these examples of the fiscal impact of collective bargaining: Paid-Time off for Union Activities In Milwaukee County alone, because the union collectively bargained for paid time off, fourteen employees receive salary and benefits for doing union business. Of the fourteen, three are on full-time release for union business. Milwaukee County spent over $170,000 in salary alone for these employees to only participate in union activities such as collective bargaining. This statement doesn't purport to make any claim about saving money in the current fiscal year, but was certainly meant to give an example (among many others contained in the release) that collective bargaining indeed has a fiscal impact (which is the paint of the release). | don't see what a question pertaining to nullifying current contracts has to do with this release. With that said here is our answer: Would the bill nullify current contracts that provide for such arrangements? No. Cullen Werwie Press Secretary Office of Governor Scott Walker Press Office: (608) 267-7303 Email: Cullen.Werwie@WI.Gov www.walker.wi.gov Original Message From: Tom Kertscher [mailto:TKERTSCHER @journalsentinel.com] Sent: Thursday, May 05, 2011 2:31 PM.
