(2)
Definitions.
In
theserules.unless
the
contextotherwiserequires,
the
followingexpressionsshall
have
themeaninghereby
respectivelyassigned,
that
is
tosay

"Society"
meanstheSocietyforthePrevention
of
Cruelty
to
Animals
WestPakistan.
"Secretary"
meansthe
Honorary
Secretary
of
the
SPCA

Pakistan.
(c)
"ExecutiveCommittee"
means
theExecutive
Committee
of
the
SPCAWestPakistan.
(d)
"Inspector"
means
theInspectors
of
the
S.p.a.A.
WestPakistan.
(3)
General
Conditions
of
Service.
The
appointment
of
themembers
of
S.P.C.A.
West
Pakistan
Inspectors'Serviceshall
be
under
thefollowing
terms
and
conditions:-

The
members
of
the
Serviceshall
beappointed
to
suchtype
of
work
and
insuchpayscaleas
the
Executive
Committee
may
determinefrom
time
to
time.
(i)
Allposts
in
the
Serviceshallbe
temporary,
terminableon
one
month's
noticein
writing
oneitherside,
or
by
payment
of
one·
month's
pay
inlieu
of
noticeby
the
Secretary
..
Onemonth's
noticeshallnot
be
admissibletoa
member
of
the
Service
if
hisservices
have
been
terminated
as
aresult
of
action
taken
under
rule
12.

The
Executive
Committee
shallhavefullpowerstosuspendorremove
the
employee
fromtheService
without
previous
notlce
or
otherwisepunishaccordiugto
the
rules
of
the
Service
at
any
time
and
for
any
reason,subjectto
appeal
to
the
Chairman
if
filedwithin
one
month
from
thedate
of
communication
of
orders.
(c)
Members
of
theServiceshall
be
liabletoserve
anywhere
in
'Nest
Pakistan.
(d)
Members
of
the
Service
maybe
providedwiththe
approved
type
of
uniformonsuchconditions
as
maybeprescribedfrom
time
totime.
(4)
Appointing
Authority.
Appointment
tothepost
of
Inspectorshall
be
made
by
the
Secretary,subjectto
the
approval
of
the
ExecutiveOommittee.Thesepowersmayhoweverbedelegated
by
the
Executive
Committee
to
the
DistrictSPCA,
in
respect
of
all
or
any
of
thepostsintherespectivedistricts.
(5)
Method
of
Recruitment.
Recruitment
tothe
Jr.
Grade
Inspectorswill
be
ondirectbasis
100%.
As
regards
recruitment
to
the
Middle
Gradeand
Senior
Grade
Inspectors,promotion
to
the
respectivegradeswillbefrom
Jr.
Inspectors
and
Middle
Grade
Inspectorsbypromotiononseniority-cum-fitnesson100%basis.

QualificatioDs
forappoint:ment.
No
personshall
beappointed
as
an
Inspectorunless
he
haspassedthe
MatriculationExamination
of
the
Board
of
Secondary
Education.
The
candididate
mustalso
have
an
adequate
knowledge
of
animaldiseases,
comparablewith
the
Veterinary
CompoundersorStockAssistants,
and
shouldbephysicallyfitaccordingto
thestandard
laid
downfor
the
PoliceForce.
In
thecase
of
Inspectorswho
havealready
been
appointed,
the
condition
of
passing
the
Matriculation
and
StockAssistant'sCoursemaybewaived
provided
theypassatesttoshow
that
theyhaveaknowledge
of
animal
diseases
as
mentionedabove.
They
will
alsohavetosatisfytheExecutive
Committeethat
they
are
qualifiedas
perpara

(7)Age.Noperson
who
is
less
than
20years
or
more
than
25
years
of
ageshall
be
eligiblefor
appointment

This
conditionmay,however,
be
relaxed

theExecutive
Committee
if
the
candidate
hasexcep-
tionalqualifications.
(8)
Appointment.
(a)
AnInspectoron
appointment
shall
be
given
the
minimumpay
of
thescale
except
when
the
Exe
cutive
Committee
considersa
higherstart
necessaryinview
of
exceptionalqualificationsaDdexperience.
The
appointment
order
shallclearlyindicatethepayscale,startingpay,period
of
probation,
nature
of
thepost,
andother
terms
and
conditionsashavebeen
or
may
beprescribed.
(b)
The
offer
of
appointment
shall
be
intheform
at
appendix
A.
(9)
Probation.
A
person
appointed
as
an
Inspectorshall
be
on
proba
tionforaperiod
of
one
yearwhich
may
be
extendedfurther
forsixmonths
by
theExecutiveCommittee.
During
thisperiodhis
service5
maybe
terminated
withoutnotice
if
heisnotconsideredsuitableforthepost.
If
noorderswerepassedbeforetheexpiry
of
theoriginalperiodon
probation,the
periodshallbe
deemed
tohavebeenextended.
(10)
Increments.
Annualincrement
shallbe
grantedin
the
ordinary
courseunless
it
iswithheldby
thecompetent
authority
under
rule
12

Members

theserviceshallearn
