Affluent Effluent is a 40-minute film that looks at 17 communities across America. In each case, the decision makers in these communities developed and implemented practical and creative wastewater treatment options that best fit their needs. Many of these communities are treating wastewater as an asset. It is paying off. Starting with just practical modifications to conventional systems, new approaches are saving money, energy and water resources. I produced the film in 1980. It is just as relevant today.

This film was partially responsible for saving taxpayers ~$1.3 billion. I received letters from about 200 communities who told me that they were planning on spending x dollars until they watched the film, which got them thinking and talking within the community and they ultimately ended up spending 1/2 x dollars on their wastewater treatment solution. This added up to about $1.3 billion. This is just capital costs, O&M costs that often equal or exceed initial capital costs in 20-30 years would add to this total savings. Not a bad return for a film that cost ~$250,000 (in today's dollars).
