INTRODUCED BY SCHWANK, COSTA, HUGHES, WOZNIAK, FONTANA, EARLL,WARD, FERLO, YUDICHAK, STACK, BLAKE, WASHINGTON AND LEACH,JUNE 25, 2012REFERRED TO EDUCATION, JUNE 25, 2012A RESOLUTIONUrging the Governor to develop a comprehensive legislative planto improve basic education in the public schools of thisCommonwealth and to establish an advisory commission to studyand make specific recommendations for components of the plan.WHEREAS, The public schools of this Commonwealth are valuedassets that have provided a quality education to countlesspublic school students since their inception; andWHEREAS, School districts in this Commonwealth have recentlyexperienced significant budget shortfalls over the previousfiscal years due to the combination of severe cuts in Statefunding and the reduced revenue from local school taxesresulting from the economic downturn; andWHEREAS, As a result of the severe budget constraints, schooldistricts have reluctantly been faced with the necessity ofreducing or eliminating components of their educationalprograms, such as kindergarten, libraries and the arts andfurloughing experienced professional educators to balance theirbudgets; and

WHEREAS, The structure of State and local funding for schooldistricts needs to be reviewed and revised as needed to addressequitable funding; andWHEREAS, The elimination of components of their educationalprograms and the necessary furloughs of experienced professionaleducators raise questions regarding which educational programsand what professional educator-to-student ratios are needed toprovide the level of education needed for students to succeed inthe current global economy; andWHEREAS, Several school districts are experiencing deficitsthat have placed them in severe financial distress; therefore beitRESOLVED, That the Senate respectfully urge the Governor todevelop a thoughtful and cohesive, comprehensive legislativeplan to improve the education of students in the public schoolsof this Commonwealth; and be it furtherRESOLVED, That the Senate respectfully urge the Governor, inorder to develop the comprehensive legislative plan for publiceducation, to establish an advisory commission with a sufficientnumber of advisory commission members consisting of parents,teachers, school administrators, business leaders, highereducation leaders and legislators representing a balanced crosssection of the citizens of this Commonwealth to study andprovide specific recommendations for the components of the plan,including the following issues:(1) what sources of State and local funding for basiceducation are the best sources of revenue for reliability andequity;(2) what educational programs and professional educator-to-student ratios are needed for student success in the20120SR0333PN2325
