ChapterVIITheFirstAttackNGthetwentiethcen-tury,whenoneofthegreatEuropeancountries,throughegotismandpride,becametheaggressorinanattempt,onthemosttrivialpretexts,tobecomethegreatestpoweronearth,therebyforcingthegreaterpartofthecivilizedworldintoanorgieofhatredandbrutalkilling,hugearmiescomprisingmillionsofmenweredrilledandtaughtthelatestmethodsofwarfareanddepartedforthevariousfieldsofactionwithbandsplayingandflagsflying,accompaniedbythecheersandplauditsofthemultitude.Instrangecontrasttothat,atthistimeonlyaverysmallpercentageofthecoun-try'spopulationwillbeneededforthede-fense,theratiobeingaboutsixtythousandmen,only,outofapopulationofapproxi-matelytwohundredmillionpeople.OnegreatadvantagetheNewAmericawillhaveinthecomingconflictwillbeherimprovedandnewdiscoveriesinradiotransmissionofmessageswherebythroughtheuseofahithertounknownvibratorywavetheycansegregatetheirmessages,thuspreventinganylisteninginbytheirenemies.AfewdayslaterahurriedmeetingoftheDefenseCouncilwascalled,forthechiefoftheinvestigationdepartmenthadre-ceivedinformationfrombothhisRussianandJapaneseagentsthatconcertedactionwasabouttobetaken,attackingwithbothaero-p'lanesandsub-marinessimultaneouslyonboththeAtlanticandPacificcoastsofNorthAmerica.OrvilleandPhilipwerecalledintoconsul-tationrelativetothestateofthedefensesonbothcoasts,andwerewarmlycongratulateduponbeingabletoreportthatnothinghadbeenleftundonetorepeltheenemybothintheairandunderwater.OrvillewasinstructedbytheCounciltotakehisswiftestaero-Carandtoagainper-sonallyinspectthedefensesuponbothcoasts.WhenPhilipexpectantlylookedatZadasheaskedpermissionofthePresidenttospeakand,thisbeinggranted,sheexplainedindetailwhathadtranspiredrelativetothespieswishingtoreturntotheirnativelandtoassistcountrymeninfomentingarebel-lionagainsttheirtyrannicalrulers,andthatPhi'lipwishedforthecommissionofcom-mandingoneofthelargersub-marinesinanattempttolandthemsecretlyatsomeRus-sianport.BeforegrantingPhilip'srequest'thePresidentaskedhimwhetherhehadcount-edthedangerinvolvedinthisundertaking,asthecountrieswereatwar,towhichherepliedthatthesuccessfulfulfillmentofthiscommissionwastheonlythingtobecon-sidered,whereuponthePresidentcongrat-ulatedhimuponhisattitudeand,wishinghimeverysuccess,theconferencewasad-journed.ZadaaskedOrvilleandPhiliptoaccom-panyherhometodinner,asshehadsome-thingofimportancetogivetothembeforetheydepartedupontheirrespectivemis-sions.Arrivingatherhometheywerenotlongkeptinsuspense,foruponrepairingtoherprivatelaboratoryZadaopenedasafeinthewallandtooktherefromtwopeculiarlookingrings.Presenting.onetoeachofthemsheexplainedthattheyweretobewornuponthemiddlefingerofthelefthand,andweremadeofacombinationofdifferentmetalsandpreciousstories,ar-rangedinsuchamannerthattheirelec-tronicvibrations,co-minglingwithcertainvibrationsfromthehumanbody,some-timescalledtheOdicfluid,wouldprojectarayorvibrationfromthecentrestoneofsufficientpowertotemporarily'paralyzeanypersonwhomitmighttouchatadis-.tanceoffiftyyards.Thetinyprotrubanceonthebottomoftheringwouldreleasetheraywhenpressedlightlywiththetipofthethumb,atanyothertimeitbeingperfectlyharmless.Theyexpressedtheirastonishmentatthesubtlenatureofthispoweranduponques-tioningherrelativetoherdiscoveryanditsdevelopmentsheenlightenedthembybring-ingtotheirattentionthe{actthat"yearsagosomepersonsendowedwithpsychicpowersdiscoveredthatundercertaincondi-tionsheavyfurniture,suchastablesandchairs,couldbemadetomoveandrisein
