IMPORTANT
1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The Candidates applying for the examination should ensure that they fulfill all eligibilityconditions for admission to examination. Their admission to all the stages of theexamination will be purely
provisional
subject to satisfying the prescribed eligibilityconditions.Mere issue of admission certificate to the candidate will not imply that his/hercandidature has been finally cleared by the Commission.Commission take up verification of eligibility conditions with reference to originaldocuments only after the candidate has qualified for Interview/Personality Test.
2. HOW TO APPLY:
(a) Candidates may apply Online by using the website
http://www.upsconline.nic.in
Detailed instructions for filling up online applications are available on the above-mentioned website.(b) Candidates may also apply Offline in the Common Application Form devised bythe Commission for its examinations, which can be purchased from the designatedHead Post Offices/Post Offices (specified in Appendix III of the Notice) throughout thecountry against cash payment of Rs. 30/- (Rupees Thirty only). Each such Form canbe used only once and only for one examination.In case of any difficulty in obtaining Application Forms from the designated HPOs/ POs, the candidates should immediately contact the concerned post Master or UPSC’s“FORMS SUPPLY MONITORING CELL” over Telephone No. 011-23389366/FAXNo. 011-23387310.(c) Candidates are advised to read carefully the Instructions forfilling upthe"OnlineApplication Form”given in Appendix-II (A) and Instructions forOfflineApplications given in Appendix II (B) of this notice.
3.LAST DATE FOR RECEIPT OF APPLICATIONS :
(a)Online:The online Applications can be filled up to 21st March, 2011 till 11.59 PM afterwhich the link will be disabled.(b)Offline:
All offline applications must reach the “Controller of Examinations, Union PublicService Commission, Dholpur House, Shahjahan Road, New Delhi - 110069” eitherby hand or by Post/Speed Post or by Courier, on or before the
21st March,2011.Candidates should note that applications will be received by hand, only one at atime, at the designated counter(s) and not in bulk, till 5 PM only.

4.PENALTY FOR WRONG ANSWERS:
Candidates should note that there will be penalty (negative marking) for wrong answersmarked by a candidate in the Objective Type Question Papers.

6. MOBILE PHONES BANNED:
(a) Mobile phones, pagers or any other communication devices are not allowedinside the premises where the examination is being conducted. Any infringement ofthese instructions shall entail disciplinary action including ban from future examinations.(b) Candidates are advised in their own interest not to bring any of the banned itemsincluding mobile phones/pagers to the venue of the examination, as arrangement forsafe-keeping cannot be assured.7. Candidates are advised not to bring any valuable/costly items to the ExaminationHalls, as safe-keeping of the same cannot be assured. Commission will not beresponsible for any loss in this regard.

sioned Officers and ECOs/SSCOs whohave rendered at least five years MilitaryService as on 1st August, 2011 and havebeen released (i) on completion of assign-ment (including those whose assignmentis due to be completed within one year from1st August, 2011) otherwise than by wayof dismissal or discharge on account ofmisconduct or inefficiency, or (ii) on accountof physical disability attributable to MilitaryService, or (iii) on invalidment.(vi) Upto a maximum of five years in thecase of ECOs/SSCOs who have completedan initial period of assignment of five yearsMilitary Service as on 1st August, 2011 andwhose assignment has been extendedbeyond five years and in whose case theMinistry of Defence issues a certificate thatthey can apply for civil employment andthat they will be released on three monthsnotice on selection from the date of receiptof offer of appointment.(vii)upto a maximum of 10 years in thecase of blind, deaf-mute andorthopaedically handicapped persons.
NOTE I:
Candidates belonging to the ScheduledCastes and the Scheduled Tribes and theOther Backward Classes who are also cov-ered under any other clauses of para 3(ii)(b) above, viz. those coming under the cat-egory of Ex-servicemen, persons domi-ciled in the State of J & K, blind, deaf-muteand orthopaedically handicapped etc. willbe eligible for grant of cumulative age-re-laxation under both the categories.

NOTE IV:
Notwithstanding the provision of age-re-laxation under para 3 (ii) (b) (vii) above, aphysically disabled candidate will be con-sidered to be eligible for appointment onlyif he/she (after such physical examinationas the Government or appointing author-ity, as the case may be, may prescribe) isfound to satisfy the requirements of physi-cal and medical standards for the con-cerned Services/posts to be allocated tothe physically disabled candidates by theGovernment.
SAVE AS PROVIDED ABOVE THE AGELIMITS PRESCRIBED CAN IN NO CASEBE RELAXED.
The date of birth accepted by the Commis-sion is that entered in the Matriculation orSecondary School Leaving Certificate or ina certificate recognised by an Indian Uni-versity as equivalent to Matriculation or inan extract from a Register of Matriculatesmaintained by a University, which extractmust be certified by the proper authority ofthe University or in the Higher Secondaryor an equivalent examination certificate.These certificates are required to be sub-mitted only at the time of applying for theCivil Services (Main) Examination.No other document relating to age like horo-scopes, affidavits, birth extracts from Mu-nicipal Corporation, service records andthe like will be accepted.The expression Matriculation/SecondaryExamination Certificate in this part of theinstruction includes the alternative certifi-cates mentionedabove.
NOTE 1:Candidates should note that only the Dateof Birth as recorded in the Matriculation/Secondary Examination Certificate or anequivalent certificate as on the date ofsubmission of applications will be ac-
aminations, Union Public Service Commis-sion, giving full justification as to why he/ she desires a change in centre. Such re-quests will be considered on merits butrequests received in the Commission’sOffice after 20th April, 2011 will not be en-tertained under any circumstances nor willsuch communications be replied to.
(B) PLAN OF EXAMINATION :
The Civil Services Examination will con-sist of two successive stages (vide Ap-pendix I Section-I below).(i) Civil Services Preliminary Examination(Objective type) for the selection of candi-dates for the Main Examination; and(ii) Civil Services Main Examination (Writ-ten and Interview) for the selection of can-didates for the various Services and postsnoted above.Applications are now invited for the Pre-liminary Examination only. Candidates whoare declared by the Commission to havequalified for admission to the Main Exami-nation will have to apply again, in theDetailed Application Form which would besupplied to them. The Main Examination islikely to be held in October/November,2011.

ELIGIBILITY CONDITIONS :(i)
Nationality 
(1) For the Indian Administrative Serviceand the Indian Police Service, a candidatemust be a citizen of India.(2) For other services, a candidate must beeither :—(a) a citizen of India, or(b) a subject of Nepal, or(c) a subject of Bhutan, or(d) a Tibetan refugee who came over toIndia before 1st January, 1962 with the in-tention of permanently settling in India, or(e) a person of Indian origin who has mi-grated from Pakistan, Burma, Sri Lanka, EastAfrican countries of Kenya, Uganda, theUnited Republic of Tanzania, Zambia,Malawi, Zaire, Ethiopia and Vietnam with theintention of permanently settling in India.Provided that a candidate belonging to ca-tegories (b), (c), (d) and (e) shall be a per-son in whose favour a certificate of eligibil-ity has been issued by the Government ofIndia.Provided further that candidates belong-ing to categories (b), (c) and (d) above willnot be eligible for appointment to the In-dian Foreign Service.A candidate in whose case a certificate ofeligibility is necessary, may be admitted tothe examination but the offer of appoint-ment may be given only after the neces-sary eligibility certificate has been issuedto him/her by the Government of India.
(ii)
 
Age Limits : 
(a)A candidate must have attained theage of 21 years and must not have attainedthe age of 30 years on 1st August, 2011,i.e. he/she must have been born not ear-lier than 2nd August, 1981 and not laterthan 1st August, 1990.(b)The upper age limit prescribed abovewill be relaxable :(i) upto a maximum of five years ifa candi-date belongs to a Scheduled Caste or aScheduled Tribe.(ii) upto a maximum of three years in thecase of candidates belonging to Other Back-ward Classes who are eligible to avail ofreservation applicable to such candidates.(iii) upto a maximum of five years if a can-didate had ordinarily been domiciled in theState of Jammu & Kashmir during the pe-riod from the 1st January, 1980 to the 31stday of December, 1989.(iv) upto a maximum of three years in thecase of Defence Services personnel dis-abled in operations during hostilities withany foreign country or in a disturbed areaand released as a consequence thereof.(v) upto a maximum of five years in thecase of ex-servicemen including Commis-

The centres and the date of holding theexamination as mentioned above are li-able to be changed at the discretion ofthe Commission. While every effort willbe made to allot the candidates to thecentre of their choice for examination,the Commission may, at their discretionallot a different centre to a candidate,when circumstances so warrant. Blindcandidates will, however, be required totake the examination at any one of theseven centres viz. Chennai, Delhi,Hyderabad, Kolkata, Lucknow, Dispurand Mumbai. Candidates admitted to theexamination will be informed of the timetable and place or places of examina-tion.
The candidates should note that no requestfor change of centre will normally begranted. However, when a candidate de-sires a change in centre from the one he/ she had indicated in his/her ApplicationForm for the Examination, he/she must senda letter addressed to the Controller of Ex-

cepted by the Commission and no sub-sequent request for its change will beconsidered or granted.NOTE 2 :Candidates should also note that once aDate of Birth has been claimed by themand entered in the records of the Com-mission for the purpose of admission toan examination, no change will be allowedsubsequently (or at any other examina-tion of the Commission) on any groundswhatsoever.NOTE 3 :The candidate should exercise due carewhile entering their date of birth in col-umn 3 of the Application Form for the Pre-liminary Examination. If on verification atany subsequent stage, any variation isfound in their date of birth from the oneentered in their matriculation or equiva-lent Examination certificate, disciplinaryaction will be taken against them by theCommission under the Rules.(iii)
Minimum Educational Qualifica- tions
The candidate must hold a degree of any ofUniversities incorporated by an Act of theCentral or State Legislature in India or othereducational institutions established by anAct of Parliament or declared to be deemedas a University Under Section-3 of the Uni-versity Grants Commission Act, 1956, orpossess an equivalent qualification.
NOTE I :
Candidates who have appeared at an ex-amination the passing of which would ren-der them educationally qualified for theCommission’s examination but have notbeen informed of the results as also thecandidates who intend to appear at such aqualifying examination will also be eligiblefor admission to the Preliminary Examina-tion. All candidates who are declared quali-fied by the Commission for taking the CivilServices (Main) Examination will be re-quired to produce proof of passing the req-uisite examination with their application forthe Main Examination failing which suchcandidates will not be admitted to the MainExamination. The applications for the MainExamination will be called sometime in themonth of July/August, 2011.
NOTE II :
In exceptional cases the Union Public Ser-vice Commission may treat a candidate whohas not any of the foregoing qualificationsas a qualified candidate provided that he/ she has passed examination conducted bythe other Institutions, the standard of whichin the opinion of the Commission justifieshis/her admission to the examination.
NOTE III :
Candidates possessing professional andtechnical qualifications which arerecognised by Government as equivalentto professional and technical degreewould also be eligible for admission to theexamination.
NOTE IV :
Candidates who have passed the final pro-fessional M.B.B.S. or any other MedicalExamination but have not completed theirinternship by the time of submission of theirapplications for the Civil Services (Main)Examination, will be provisionally admit-ted to the Examination provided they sub-mit along with their application a copy ofcertificate from the concerned authority ofthe University/Institution that they hadpassed the requisite final professionalmedical examination. In such cases, thecandidates will be required to produce atthe time of their interview original Degreeor a certificate from the concerned compe-tent authority of the University/Institution thatthey had completed all requirements (in-cluding completion of internship) for theaward of the Degree.
(iv)
Number of attempts : 
Every candidate appearing at the exami-nation who is otherwise eligible, shall bepermitted four attempts at the examination.Provided that this restriction on the num-ber of attempts will not apply in the case ofScheduled Castes and Scheduled Tribescandidates who are otherwise eligible.Provided further that the number ofattempts permissible to candidates belong-ing to Other Backward Classes, who areotherwise eligible shall be seven. The re-laxation will be available to the candidateswho are eligible to avail of reservation ap-plicable to such candidates.Provided further that a physically handi-capped will get as many attempts as areavailable to other non-physically handi-capped candidates of his or her commu-nity, subject to the condition that a physi-cally handicapped candidate belonging tothe General Category shall be eligible forseven attempts. The relaxation will be avail-able to the physically handicapped candi-dates who are eligible to avail of reserva-tion applicable to such candidates.
NOTE :
(i) An attempt at a Preliminary Examina-tion shall be deemed to be an attempt atthe Examination.(ii) If a candidate actually appears in anyone paper in the Preliminary Examination,he/she shall be deemed to have made anattempt at the Examination.(iii) Notwithstanding the disqualification/ cancellation of candidature, the fact of ap-pearance of the candidate at the examina-tion will count as an attempt.
(v)
Restrictions on applying for the ex- amination : 
A candidate who is appointed to the IndianAdministrative Service or the Indian For-eign Service on the results of an earlierexamination and continues to be a mem-ber of that service will not be eligible tocompete at this examination.In case such a candidate is appointed tothe IAS/IFS after the Preliminary Examina-tion of Civil Services Examination, 2011 isover and he/she continues to be a mem-ber of that service, he/she shall not be eli-gible to appear in the Civil Services (Main)Examination, 2011 notwithstanding his/herhaving qualified in the Preliminary Exami-nation, 2011.Also provided that if such a candidate isappointed to IAS/IFS after the commence-ment of the Civil Services (Main) Examina-tion, 2011 but before the result thereof andcontinues to be a member of that service,he/she shall not be considered for appoint-ment to any service/post on the basis ofthe result of this examination viz. Civil Ser-vices Examination, 2011.
(vi)
Physical Standards : 
Candidates must be physically fit accord-ing to physical standards for admission toCivil Services Examination, 2011 as perguidelines given in Appendix-III of Rulesfor Examination published in the Gazetteof India Extraordinary dated 19th Febru-ary, 2011.
4. FEE :
(a) Candidates applying Online (exempt-ing Female/SC/ST/PH Candidates who areexempted from payment of fee) are re-quired to pay a reduced fee of Rs. 50/- (Ru-pees Fifty only) either by remitting themoney in any Branch of SBI by Cash, or byusing net banking facility of SBI or by usingVisa/Master Credit/Debit Card.(b) Candidates applying Offline (throughCommon Application Form) are requiredto pay a fee of Rs. 100/- (Rupees One Hun-dred only) through a single Central Re-cruitment Stamp. Central Recruitment FeeStamp (NOT Postage Stamp) of the requi-site denomination may be obtained fromthe Post Office and affixed on the applica-tion form in the space provided therein. Thestamp must be got cancelled from the issu-ing Post Office with the date stamp of thePost Office in such a manner that the im-pression of the cancellation mark partiallyoverflows on the application form itself butwithin the space provided on the Applica-tion form itself. The impression of the can-cellation mark should be clear and distinctto facilitate the identification of date andthe Post Office of issue.Candidates residing abroad should depositthe prescribed fee in the office of India'sHigh Commissioner, Ambassador or rep-resentative abroad as the case may be forcredit to account head "051-Public ServiceCommission-Examination Fees" and at-tach the receipt with the application.
All female candidates and candidatesbelonging Scheduled Caste/ScheduledTribe/ Physically Handicapped catego-ries are exempted from payment of fee.No fee exemption is, however, availableto OBC candidates and they are requiredto pay the prescribed fee in full.
Physically disabled persons are exemptedfrom the payment of fee provided they areotherwise eligible for appointment to theServices/Posts to be filled on the results ofthis examination on the basis of the stan-dards of medical fitness for these Services/ Posts (including any concessions specifi-cally extended to the physically disabled).A physically disabled candidate claimingfee concession will be required by theCommission to submit along with theirDetailed Application Form, a certified copyof the certificate from a Government Hos-pital/Medical Board in support of his/herclaim for being physically disabled.
NOTE :
Notwithstanding the aforesaid provision forfee exemption, a physically disabled can-didate will be considered to be eligible forappointment only if he/she (after suchphysical examination as the Governmentor the Appointing Authority, as the casemay be, may prescribe) is found to satisfythe requirements of physical and medicalstandards for the concerned Services/ Posts to be allocated to physically disabledcandidates by the Government.'Postage Stamps' will in no case be ac-cepted in lieu of 'Central Recruitment FeeStamp'.Candidates should note that the fee sentthrough
Indian Postal Orders, Bank Draft,Money Order, Crossed Cheque, Cur-rency notes or Treasury Challan etc.
willnot be accepted by the Commission andsuch applications will be treated as with-out fee and will be summarily rejected.
NOTE I :
APPLICATIONS NOT ACCOMPANIED BYTHE PRESCRIBED FEE (UNLESS RE-MISSION OF FEE IS CLAIMED) SHALL BESUMMARILY REJECTED.
NOTE II :
Fee once paid shall not be refunded underany circumstances nor can the fee be heldin reserve for any other examination orselection.
NOTE III :
If any candidate who took the Civil Ser-vices Examination held in 2010 wishes toapply for admission to this examination,he/she must submit his/her application soas to reach the Commission’s Office bythe prescribed date without waiting for theresults or an offer of appointment.
NOTE IV :
Candidates admitted to the Main Exami-nation will be required to pay a further feeof Rs. 200/- (Rupees Two hundreds only).

Candidates may also apply offline inthe Common Application form devised bythe commission for its examinations whichcan be processed on computerized ma-chines. This application form along withan Information Brochure containing gen-eral instructions for filling up the form, anacknowledgement card and an envelopefor sending the application will be
obtain-able from the designated Head Post Of-fices/Post Offices
throughout the countryas
listed in Appendix-III
of Notice againstcash
payment of Rs. 30/-
(Rupees Thirtyonly). Form should be purchased from thedesignated Head Post Offices/Post Officesonly and not from any other agency. This
Form can be used only once and for onlyone examination.
Candidates who wishto apply offline must use the form suppliedwith the Information Brochure only and theyshould in no case use photocopy/repro-duction/unauthorisedly printed copy of theForm. Since this form is electronicallyscanned, due care should be taken to fillup the application form, correctly. While fill-ing up the application form,
please referto detailed instructions given in Appen-dix-II(B) of this Notice.
The candidatesshould also fill up in the relevant places ofthe
Acknowledgement Card,
their Appli-cation Form Number and the name of theexamination. The applicants are requiredto affix the postage stamp of Rs. Six on theAcknowledgement Card and send thesame along with application form to UPSC.If an applicant fails to affix the postagestamp of requisite amount hisacknowledgement card will not be dis-patched and Commission will not be re-sponsible for non-receipt ofacknowledgement cards by the applicant.The duly filled in application form and theacknowledgement card should then be
mailed in the special envelope
suppliedwith the Information Brochure. The candi-date should also write the name of exami-nation viz.

on the envelope be-fore dispatching it to Controller of Exami-nations, Union Public Service Commission,Dholpur House, Shahjahan Road, NewDelhi-110069.

All candidates, whether already in Gov-ernment Service, Government owned in-dustrial undertakings or other similarorganisations or in private employmentshould submit their applications direct tothe Commission. If any candidate forwardshis/her application through his/her em-ployer and it reaches the Union PublicService Commission late, the application,even if submitted to the employer beforethe closing date, will not be considered.Persons already in Government Service,whether in a permanent or temporary ca-pacity or as workcharged employees otherthan casual or daily rated employees orthose serving under the Public Enterprisesare however, required to submit an under-taking that they have informed in writingtheir Head of Office/Department that theyhave applied for the Examination.Candidates should note that in case a com-munication is received from their employerby the Commission withholding permissionto the candidates applying for/appearingat the examination, their application willbe liable to be rejected/candidature will beliable to be cancelled.
NOTE 1 :While filling in his/her Application Form,the candidate should carefully decideabout his/her choice of centre for the Ex-amination. More than one applicationfrom a candidate giving different centreswill not be accepted in any case. Even ifa candidate sends more than one com-pleted application the Commission willaccept only one application at their dis-cretion and the Commission's decisionin the matter shall be final.If any candidate appears at a centreother than the one indicated by the Com-mission in his/her Admission Certificate,the papers of such a candidate will notbe valued and his/her candidature will beliable to cancellation.
