    MANILA, Philippines President Aquino has declared the entire month of August as "History Month" to enable Filipinos to reflect on the countrys rich history and heritage. The declaration was contained in Proclamation No. 339 signed by the President last February 16. In the proclamation, the President repealed Proclamation No. 1304 issued in 1974 that set the observance of History Week from September 15 to 21. Whereas there is a need to transfer the observance of History Week from 15 to 21 September to the whole month of August and rename the occasion as History Month to emphasize the most significant turning points in Philippine History, the proclamation read.     New Unit Philippine National Police Chief Director General Nicanor Bartolome has deactivated the decade-old Police AntiCrime and Emergency Response (PACER), and replaced it with a new anti-kidnapping unit. Tuesday, Bartolome led the launch of the PNP Anti-Kidnapping Group which will still be headed by Senior Supt. Isagani R. Nerez, outgoing PACER chief. PACER was activated during the early days of the Arroyo administration. Through PNP Letter of Instruction 27/02, PACER a task force to address the series of kidnapping incidents in 2001, was formally activated on July 27, 2002. (Elena Aben)

    Defended There is nothing wrong with the reported complimentary accommodations given by Wynn Resorts to Philippine Amusement and Gaming Corp. (Pagcor) officials during their visit abroad, Malacaang said Tuesday. Presidential Spokesman Edwin Lacierda defended that the perks extended to Pagcor officials by the foreign casino operator were part of the "industry practice" that enabled the government to save money. Lacierda added that Pagcor extends the same courtesy to visiting casino executives whenever they visit the Philippines. "This is an industry practice. It appears it is cost-beneficial for us because we cut expenditures. This is something that we reciprocate anyway to the gaming officials from other countries," Lacierda said in a news conference at the Palace. (Genalyn Kabiling)
