TheuseisdeemedessentialanddesirabletothepublicconvenienceandwelfareandisinharmonywiththevariouselementsandobjectivesoftheComprehensiveGeneralPlan.TheDayCenterandShelterwillexpanditsimportantservicestoSantaBarbara'shomelesspopulationinapermanentlocation.Thetemporaryexpansionof40bedstotheYear-RoundShelterisinresponsetotheworseningeconomiccrisis,andkeepingthevulnerablehomelesspopulationoffthestreetsisessentialanddesirabletothepublicwelfare,as
it
willreducethesufferingofthishomelesspopulation.Further,theexpansionoftheexistinglisewouldbeinharmonywiththeGeneralPlanLandUseDesignationsofIndustrialandCommercial.B.Theuseswillnotbemateriallydetrimentaltothepublicpeace,health,safety,comfortandgeneralwelfareandwillnotmateriallyaffectpropertyvaluesintheparticularneighborhoodbecausetheprojectwillprovideaplacewherethehomelesscansleepwithoutloiteringintheneighborhood.CasaEsperanzastaffandvolunteerswillcontinuetoworkwiththehomelessandneighboringbusinesses,throughtheMilpasActionTaskForce,theStepUpcleanupcrewandtheStreetsOutreachprogram,toreduceneighborhoodimpactscaused

thehomelesspopulations.

Thetotalareaofthesiteandthesetbacksofallfacilitiesfrompropertyandstreetlinesareofsufficientmagnitudeinviewofthecharacterofthelandandoftheproposeddevelopmentanduse.SignificantdetrimentalimpactsonsurroundingpropertiesareavoidedbecausetheprojectmeetstherequirementsoftheM-landC-2zones,andtheareawherefacilityusersgatherissetbackandscreenedfromthesurroundingproperties.D.Adequateaccessandoff-streetparkingisprovidedinamannerandamountsothatthedemandsofthedevelopmentforsuchfacilitiesareadequatelymetwithoutalteringthecharacterofthepubJ
