Approvedthesubjectapplicationmakingthefollowingfindingsanddeterminations:
A.
TheuseisdeemedessentialanddesirabletothepublicconvenienceandwelfareandisinharmonywiththevariouselementsandobjectivesoftheComprehensiveGeneralPlan.TheDayCenterandShelterwillexpanditsimportantservicestoSantaBarbara'shomelesspopulationinapermanentlocation.Thetemporaryexpansionof40bedstotheYear-RoundShelterisinresponsetotheworseningeconomiccrisis,andkeepingthevulnerablehomelesspopulationoffthestreetsisessentialanddesirabletothepublicwelfare,as
it
willreducethesufferingofthishomelesspopulation.Further,theexpansionoftheexistinglisewouldbeinharmonywiththeGeneralPlanLandUseDesignationsofIndustrialandCommercial.B.Theuseswillnotbemateriallydetrimentaltothepublicpeace,health,safety,comfortandgeneralwelfareandwillnotmateriallyaffectpropertyvaluesintheparticularneighborhoodbecausetheprojectwillprovideaplacewherethehomelesscansleepwithoutloiteringintheneighborhood.CasaEsperanzastaffandvolunteerswillcontinuetoworkwiththehomelessandneighboringbusinesses,throughtheMilpasActionTaskForce,theStepUpcleanupcrewandtheStreetsOutreachprogram,toreduceneighborhoodimpactscaused
by
thehomelesspopulations.

Thetotalareaofthesiteandthesetbacksofallfacilitiesfrompropertyandstreetlinesareofsufficientmagnitudeinviewofthecharacterofthelandandoftheproposeddevelopmentanduse.SignificantdetrimentalimpactsonsurroundingpropertiesareavoidedbecausetheprojectmeetstherequirementsoftheM-landC-2zones,andtheareawherefacilityusersgatherissetbackandscreenedfromthesurroundingproperties.D.Adequateaccessandoff-streetparkingisprovidedinamannerandamountsothatthedemandsofthedevelopmentforsuchfacilitiesareadequatelymetwithoutalteringthecharacterofthepubJ

streetsinthearea.MostofthefacilityUSerswillnotdrive.TheparkingdemandforallcurrentactivitiesatCasaEsperanza,includingtheYear-Roundshelter,EmergencyWinterShelter(330bedstotal)andDayCenterwaspreviouslycalculatedtobemetwithatotalofthirty-three(33)spaces(twenty(20)spacesfrovidedoff-site),Thetemporaryincreaseintheyearroundcapacity,throughJune30

to140bedswillnotexceedtheparkingdemandoftheoverallapprovedproject.E.Theappearanceofthedevelopedsiteintermsofthearrangement,height,scaleandarchitectureofthebuilding,locationofparkingareas,landscapingandotherfeaturesiscompatiblewiththeareasincethebuildingandprovisionoflandscapinghaveimproveditsappearanceandmadeitmoreconsistentwithrecentbuildingsinthearea.suchastheFireStation.andwiththeoverallcharacteroftheindustrialandcommercialarea,II,Saidapprovalissubjecttothefollowingconditions:
