RE: Invalidation of June 30, 2012 ORP Executive Meeting business
WHEREAS, the elected precinct committee persons of the five Oregon CongressionalDistricts convened on Saturday, June 23, 2012 to, among other things, electdelegates to the Republican National Convention; and,WHEREAS, the ORP Executive Committee met Saturday, June 30, 2012, seven (7)calendar days after the Oregon Republican Congressional District Conventions, withthe purpose of addressing business resulting from the Congressional DistrictConventions; and,WHEREAS, the ORP Bylaws are the highest laws of the Oregon Republican Party, asadopted by the ORP State Central Committee, the highest authority in the OregonRepublican Party; and,WHEREAS, pursuant to ORP Bylaws, Article IV (Meetings), Section A (emphasis added):"Notice of regular meetings must be issued at least thirty (30) days prior to themeeting. Notice of other meetings will be at least (30) days unless these bylawsauthorize a shorter notice period"; and,WHEREAS, "regular meetings" and "other meetings" in Article IV, Section A includeORP Executive Committee meetings; and,WHEREAS, the ORP Bylaws do not authorize a shorter notice period than thirty (30)days for ORP Executive Committee meetings; and,WHEREAS, pursuant to ORP Bylaws, Article IV (Meetings), Section E (emphasis added):"Failure to give the required 30 day written notice of the meeting shall invalidatethe business of the meeting"; and,WHEREAS, ORP Bylaws, Article IV, Section E applies to the ORP Executive Committeemeeting of June 30, 2012
by operation of law 
; and,WHEREAS, the ORP Bylaws, Article XXV (Parliamentary Authority), adopts
Robert'sRules of Order Newly Revised 
as the Parliamentary Authority for the ORP CentralCommittee and its subsidiary committees, including the ORP Executive Committee;and,WHEREAS,
Robert's Rules of Order Newly Revised 
specifically prohibit the suspensionof bylaws by a deliberative assembly;NOW, THEREFORE, we, the undersigned, duly elected precinct committee persons, dohereby recognize and serve notice on the ORP Executive Committee, the entire OregonRepublican Party, and the Republican National Committee that the business of theORP Executive Committee meeting held June 30, 2012 is invalidated
by operation of law 
in accordance with ORP Bylaws, Article IV, Section E for failure to give therequired 30 day written notice;AND FURTHERMORE, we, the undersigned, duly elected precinct committee persons, dohereby direct and admonish our subservient ORP Executive Committee members tofollow the laws and the bylaws, to which they subscribed their oaths andaffirmations, in all manner and respects.Page 1 of 2
