UnmannedAircraftSystemOperations IndustryCodeofConduct

Theemergenceofunmannedaircraftsystems(UAS)asaresourceforawidevarietyofpublicand privateapplicationsquitepossiblyrepresentsoneofthemostsignificantadvancementstoaviation,the scientificcommunity,andpublicservicesincethebeginningofflight.Rapidadvancementsinthe technologyhavepresenteduniquechallengesandopportunitiestothegrowingUASindustryandto thosewhosupportit.ThenatureofUASandtheenvironmentswhichtheyoperate,whennotmanaged properly,canandwillcreateissuesthatneedtobeaddressed.ThefutureofUASwillbelinkedtothe responsibleandsafeuseofthesesystems.Ourindustryhasanobligationtoconductouroperationsina safemannerthatminimizesriskandinstillsconfidenceinoursystems. Forthisreason,theAssociationforUnmannedVehicleSystemsInternational(AUVSI),offersthisCodeof ConductonbehalfoftheUASindustryforUASoperation.Thiscodeisintendedtoprovideour members,andthosewhodesign,test,andoperateUASforpublicandciviluse,asetofguidelinesand recommendationsforsafe,nonintrusiveoperations.Acceptanceandadherencetothiscodewill contributetosafetyandprofessionalismandwillacceleratepublicconfidenceinthesesystems. Thecodeisbuiltonthreespecificthemes:Safety,Professionalism,andRespect.Eachthemeandits associatedrecommendationsrepresentacommonsenseapproachtoUASoperationsandaddress manyoftheconcernsexpressedbythepublicandregulators.ThiscodeismeanttoprovideUAS industrymanufacturersandusersaconvenientchecklistforoperationsandameanstodemonstrate theirobligationtosupportingthegrowthofourindustryinasafeandresponsiblemanner.Byadopting thisCode,UASindustrymanufacturersanduserscommittothefollowing: Safety

WewillnotoperateUASinamannerthatpresentsunduerisktopersonsorpropertyonthe surfaceorintheair. WewillensureUASwillbepilotedbyindividualswhoareproperlytrainedandcompetentto operatethevehicleoritssystems. WewillensureUASflightswillbeconductedonlyafterathoroughassessmentofrisksassociated withtheactivity.Thisrisksassessmentwillinclude,butisnotlimitedto: Weatherconditionsrelativetotheperformancecapabilityofthesystem

Identificationofnormallyanticipatedfailuremodes(lostlink,powerplantfailures,lossof control,etc)andconsequencesofthefailures Crewfitnessforflightoperations Overlyingairspace,compliancewithaviationregulationsasappropriatetotheoperation, andoffnominalprocedures Communication,command,control,andpayloadfrequencyspectrumrequirements Reliability,performance,andairworthinesstoestablishedstandards Professionalism Wewillcomplywithallfederal,state,andlocallaws,ordinances,covenants,andrestrictionsas theyrelatetoUASoperations. Asanindustry,itisincumbentuponustoholdourselvesandeachothertoahighprofessionaland ethicalstandard.Aswithanyrevolutionarytechnology,therewillbemishapsandabuses;however,in ordertooperatesafelyandgainpublicacceptanceandtrust,weshouldallactinaccordancewiththese guidingthemesanddosoinanopenandtransparentmanner.WehopetheentireUASindustrywill joinAUVSIinadoptingthisindustryCodeofConduct.
