Congressman
Passman/HAK
RELEASED
IN
FULL
K:
Hello.
P:
Mr
Secretary
K:
Mr.
Chairman.
P:
I
want
to
talk
to
you
in
the
strictest
of
confidence.
You
requested
2
billion
2
for
Israel,
that's
the
budget
request.
We
marked
up
our
Bill
yesterday.
What
I
did.
And
the
vote
was9
to
3.
That
was
I
billion
700million
in
emergency
funds
and
I
earmarked
300
million
in
military
sales
from
the
January
request
which
brought
this
u
p
to
2
billion.
Then
I
proposed
and
it
was
accepted,
I
billion
dallars,
nat
more
than
I
billion,
could
be
in
grants
leaving
youthen
the
right
to
go
down
to
zero.
This
was
a
very
crucial
thing
because
two
members,
they
knew
right
away
whatcould
happen.
I
said,
weII
now
listen,
we'vegot
to
give
.
the
Secretazy
of
State
and
Administration
some
flexibility
inthis
thin'g.
Because,
here
is
what
I
want
to
do,
And
you
are
the
only
man
I
am
going
to
mention
this
to
Not
another
soul''
until,
untilabout
anhour
before
I
report
this
to
the
full
Committee.
Here
is
why
I
want
to
do
it
in
two
pieces.
Our
militaryor
defense
billspassed
the
full
Committee
yes,
we
cut
it
3billion
dollars
and
this
hits
the
headlines
of
the
front
pages
of
the
papers
then
we
followedwith
of
course
these
supplemental
appropriations
which
was
cut
very
substantially.
Now
if
I
had
have
moved
this
thingout
at
2.
2
you
understand,
we
could
havebeen
in
serioustrouble.
Now,
here's
what
I
want
to
do.
I
want,
the
chances
are
99
to
I,
I
need
a
little
leeway.
I
think
that
my
skids
are
greased,
I
think
I'm
safe
but
when
I
get
into
thefull
Committee
and
report
tlu's
Bill
Pm
gahg
to
say
I
am
in
receipt
of
a
letter
from
the
Secretary
of
State
and
the
Secretary
of
Defense.
The
Secretary
ofDefense's
letter,I
have
it
now,
"Top
Secret,
"
on
top
of
my
desk.
That
I
am
going
to
offer
the
motionin
the
full
Committee
to
move
it
up
to
2.
2
you
see.
K:
Right.
P:
If
we
had
bought
thisoff
at
2.
2
there
had
been
so
much
opposition
building
up
it
couldhave
been
in
trouble.
Because
there
is
a
Igmx
hell
of
alot
of
money
in
this
Bill
for
Israel
and
trying
to
word
it
and
Morgan'
s
Bill
only
passed
by
5
votes.
So
pm
asking
you,
you're
entitled
to
this
information.
My
plans
aze
to
give
you
2.
Z.
K:
Well,
you'
re
a
good
fziend,
P:
Now,
if
you
could,
and
I
need
this
letter
confidentially,
it
ought
to
be
marked
"Secret.
"
Make
a
strong
case
forit,
you
understand,
as
you
can
and
let
me
have
a
letter
on
it.
