Dr. Girard is Convenor of the IEC Working Group (WG) 7 on Passive Components.WG 7 falls under Subcommittee SC-86B on Fibre Optic Interconnecting Devicesand Passive Components which, in turn, comes under Technical Committee (TC)-86 on Fibre Optics
. The main objective of WG 7 is developing performance stan-dards and specifications for fiber-optic passive components such as WDM devices,attenuators, isolators, branching devices and switches.In addition, Dr. Girard is a delegate at the IEC TC 86 with active participation inSC 86B on Passive Components (task leader on PMD and ITU liaison officer) andSC 86C on Optical Fibre, Active Devices and Systems (Chairman of the CanadianSC 86C National Committee). As well, he is the task leader on general informationdocumentation on PMD.Dr. Girard is also a member of the TIA and Secretary of TIA FO-4.3 Subcommitteeon Fiber-Optic Interconnecting Devices of Technical Committee FO-4 on Fiber Optics
.Finally, Dr. Girard is a delegate at the ITU-T, Study Group (SG) 15, on Optical andOther Transport Networks. Within SG 15, he is the Editor of RecommendationsG.671 on Transmission Characteristics of Optical Components and Subsystems,G.661 on Definitions and Test Methods for the Relevant Generic Parameters ofOptical Amplifier Devices and Subsystems, and G.662 on Generic Characteristics ofOptical Amplifier Devices and Subsystems.Dr. Girard holds a Ph.D. and M.Sc. in lasers from the Quebec National ScientificResearch Institute and a B.Sc. in physics from Laval University in Canada. He has over30 years of experience and expertise in optics.
