to
theDOE'sWasteCharacterizationstudy,afull
30%
of7thematerialtheCitysends
to
landfillshould
be
recycledinsteadtherebydemonstrating8the
need
forindependentrecyclingcenters
to
augmentthecurbsiderecyclingprogram;9and10WHEREAS,TheHaightAshburyNeighborhoodCouncil("HANC")recycling

centerlocated
in
GoldenGatePark("GGP")servesthatstate-mandatedpurposeby

providingredemptionforbottlesandcans
in
additiontocollectingofavastarrayof

recyclablematerialsineligibleforcurbsiderecycling,therebyofferingSanFrancisco

residentsameans
to
achievetheirambitiouslandfilldiversiongoals;and

WHEREAS,TheRecreation
and
ParksDepartment("RPD")recentlyannounced

apilotrecyclingprogramfortheeast
end
ofGGPcenteredaroundpopularattractions

and
open
spaceincludingtheConservatoryofFlowers,DoughboyMeadow,StowLake
18
and
theBig
Recballfield,and

WHEREAS,According
to
theSanFranciscoDepartment
of
theEnvironment

("DOE")ZeroWasteCoordinator,public,unmonitoredrecyclingbinshavehadalow
21
successratemeaningthatimproperlysortedrecyclables,compostablesandwasteare
22
commingledandmusttherefore
be
disposedof
in
landfill;and

WHEREAS,RPDprovidedHANCwithnoticethatitsleaseforitsrecyclingcenter
24
willterminateatpreciselythetimewhen
RPD
couldbenefitfromthevolunteers,

expertiseandfacilitiestheHANCCenterprovides
in
GGP;
and
