WHEREAS,AB2020,TheCaliforniaRecycling
and
LitterReductionActof198612(the"BottleBill")requirestheCitytoprovideresidentswithconvenientmeanstoredeem13recyclables,arequirementnotmetbycurbside-pick
up
alone;
and
14WHEREAS,TheDepartmentofEnvironment("DOE")hasconfirmedtheBottle15Bill
is
an
effectiveincentivethathasincreaseddiversionratessincetheprogramwas16initiated;and17WHEREAS,Statelawrequiresthelocationofredemptioncentersforbottlesand
18
canseveryhalfmile,andsuchcentershaveproveneffective
in
reducinglandfill
as
well19
as
providingthecapacitytorecyclematerialsineligibleforthecurbsideprogram;
and
20WHEREAS,TheCityandCountyofSanFranciscolacksacomprehensive,
21
independentrecyclingplanwhichwouldcomplementthecurbsiderecyclingprogram22
and
bringtheCityclosertoitsgoalofzerowastebytheyear2020,acomponentwhich,23accordingtotheDirectoroftheDepartmentoftheEnvironment,
is
an
"integral"partof24reachingzerowaste;and

achievetheirambitiouslandfilldiversiongoals;and

WHEREAS,TheRecreation
and
ParksDepartment("RPD")recentlyannounced

apilotrecyclingprogramfortheeast
end
ofGGPcenteredaroundpopularattractions

and
open
spaceincludingtheConservatoryofFlowers,DoughboyMeadow,StowLake
18
and
theBig
Recballfield,and
19
WHEREAS,According
to
theSanFranciscoDepartment
of
theEnvironment
20
("DOE")ZeroWasteCoordinator,public,unmonitoredrecyclingbinshavehadalow
21
successratemeaningthatimproperlysortedrecyclables,compostablesandwasteare
22
commingledandmusttherefore
be
disposedof
in
landfill;and

WHEREAS,RPDprovidedHANCwithnoticethatitsleaseforitsrecyclingcenter

willterminateatpreciselythetimewhen
RPD
couldbenefitfromthevolunteers,

expertiseandfacilitiestheHANCCenterprovides
in
GGP;
