SmithandJosephT.Robinson.TheMaintenanceofFreeGovernment"TheblessingsoffreeGovernmentcanonlybemaintainedbyafirmadherencetojustice,moderation,temperance,frugalityandvir-tueandbyfrequentrecurrencetofundamentalprinciples."Sec.22,Article1,Cons.ofWis.TheDemocraticPartyofWisconsinfirmlybelievesintheprinci-plesofThomasJeffersonlaiddownintheDeclarationofIndepend-enceandincorporatedintotheConstitutionoftheUnitedStatesandConstitutionoftheStateofWisconsin,guaranteeing'andsecuringtothepeoplereligiousfreedom,industrialfreedom,educationalfree-dom,socialfreedom,freedomofthepress,andtherightofallmentoworshipGodaccordingtothedictatesoftheirownconscience.ThatthepeoplebyvirtueoftheConstitutionhavearighttochangethefundamentallawofthelandifsuchlawisunjustandinequitable.WemustreturntothefundamentalprinciplesofRepresentativeGovernmentinordertosaveDemocracyfrombeingdestroyedbyspecialprivilegesandbureaucracy.Thatsomeofthespecificinstancesinwhichtherightsofthepeo-plehavebeenlimited,ifnotabrogatedentirely,are:
1.
Bylawsprovidingfortheforfeitureorconfiscationofpropertyasapunishmentforcrime.2.Bylawswhichdirectlyorindirectlypermitimprisonmentfordebtorcontract.3.Bylawswhichtoagreatextenteliminateanddestroythefun-damentalguaranteesoftheConstitutionoftheUnitedStatesandtheStateonunlawfulsearchesandseizures.4.Bylawsauthorizingofficerstoarrestonthemerestpretensewithorwithoutwarrantandonsuspicion.'

ThePublicSchoolsoftheStatehavealwaysreceivedthecarefulconsiderationoftheDemocraticParty.TheConstitutionofWiscon-sinformedandadoptedbytheDemocratsprovidedforouradmir-ableschoolsystemfreetoallandproperlysupportedintheinterestsofallthepeopleoftheState.Werecognize,however,thatparentshavetheinherentrighttoeducatetheirchildreninanyschoolthattheymaychoose.ThisrightisrecognizedbytheConstitutionand
will
foreverbezealouslyguardedbytheDemocraticParty.Educationisthekeystoneofdemocracy.Wefavorliberalfinan-cialsupportforallourschools,fromkindergartentostateuniversity,totheendthatthechildrenofthestate,bothruralandurban,mayhaveequalopportunitytoreceivefreeeducationalonglinesbestcal-culatedto.fitthemforthevariouscallingsoflifeandtheallim-portantdutiesofcitizenship,Recognizingtheimportanceofmain-tainingagreatstateuniversityandotherinstitutionsofhigherlearn-ingandprofessionaltraining,wefavorgoodelementary,secondaryandvocationalschoolstaughtbycompetentteachers.Inorderthateducationallyequippedandprofessionallytrainedmenandwomenmaybe,attractedtoandretainedintheteachingprofession,wefavorpaymentofadequatesalariesto(andtenureinpositionfor)teachers,andtheretentionoftheteachers'retirementlawnowineffect.Iftheblessingsofourfreegovernmentaretobepreservedforfuturegenerations,oursystemofeducationmustbeguardedjeal-ouslyfromsinisterinfluenceswhichseektounderminetheprinciplesofdemocracy,andwecondemn,inunsparingwords,theuseofschooltextbooksforselfishpropagandapurposes.TaxationTaxeshaveincreasedinourStatetoanunreasonableextent.Con-ditionsaresuchnowthattheburdenoftaxationisoppressive.Taxeshaveincreasedsoenormouslythatsomethingmustbedonetorelievethepeopleofthoseburdens.Inordertoaccomplishthis,expendi-turesor.publicmoneymustbecurtailedandcutdown.TheTaxCommissionrecentlymadethisstatement:ThatthetotaldirecttaxesleviedbyallunitsofgovernmentintheStateofWisconsin,notincludingspecialassessmentsin1912,wasapproximately$54,000,-000whilein1926ithadincreasedtotheenormoussumof$200,000-
