ORDINANCE AUTHORIZING AN AGREEMENT
BETWEEN THE CITY OF SYRACUSE, THE
CITY OF SYRACUSE INDUSTRIAL
DEVELOPMENT AGENCY AND CAMERON
HILL CONSTRUCTION, LLC FOR ANNUAL.
PAYMENTS IN LIEU OF TAXES WITH
RESPECT TO THE PROPERTY LOCATED AT
601 UNIVERSITY AVENUE, SYRACUSE, NEW
YORK
BEIT ORDAINED, that the Mayor, on behalf of the City of Syracuse, be and she is hereby
authorized to enter into a thirty (30) year Payment In Lieu Of Tax Agreement (“PILOT”) with
Cameron Hill Construction, LLC, covering the property located at 601 University Avenue,
Syracuse, New York; payments under this agreement would be made as if the property were still
owned by Cameron Hill Construction, LLC and privately assessed, subject to the exemption
contained in Section 485-b of the New York Real Property Tax Law, with payments under the
‘Agreement to be made pursuant to the attached Exhibit “B”; and
BE IT FURTHER ORDAINED, that the PILOT agreement authorized herein shall contain
the following conditions that must be complied with in order for the payment scheduled to remain in
full force and effect namely:
1. Cameron Hill Construction, LLC (“Cameron”), its successors or assigns, shall hire
ten (10) minority unemployed or underemployed individuals to work on the
construction of the approximately 85,000 square foot building that Cameron will
construct to house the new Syracuse University Bookstore, Fitness Center and
approximately 7,300 square feet of commercial retail space on the site adjacent to
the University Avenue Garage between Adams and Harrison Streets (the
“Building”). Cameron will directly, or through its contractor, hire ten (10)individuals who are referred to Cameron by Green Train, Vision Change, Syracuse
BOC, Mercy Works or other similar agencies and who have the desire to work on
and receive on-the-job training in various aspects of the construction of the Building,
The ten (10) employees hired pursuant to this agreement would be compensated at
the prevailing wage for an apprentice laborer. In addition, Cameron will encourage
its commercial retail operators to engage in minority hiring, job training and
apprenticeships;
In addition, Cameron shall enter into an agreement with Syracuse University (the
“University”) to confirm that the University will implement the comprehensive
educational and instructional program in fitness at the new Fitness Center to be
located within the Building for the city youth ages 12-17 years old as described in
the University’s letter of May 22, 2012 to Councilors Hudson and Bey;
Cameron Hill Construction, LLC shall provide a statement from its Chief Financial
Officer to the City Auditor at the commencement of construction and quarterly
thereafter during construction certifying that it is in compliance with the
employment conditions stated in this Ordinance;
Syracuse University shall provide a statement to the City Auditor annually
commencing at completion of the new facility certifying that it is in compliance with
the youth program and the public access conditions stated in this Ordinance; and
Furthermore, the aforementioned conditions shall be considered material terms of
the PILOT Agreement breach of which will result in the attached payment schedule
being revoked after a reasonable time to cure has been provided to Cameron by
SIDA and the City; andBE IT FURTHER ORDAINED, that the City Clerk is hereby directed to transmit a certified
copy of this Ordinance to the Chair of the Syracuse Industrial Development Agency, Syracuse
University and Cameron Hill Construction, LLC; and
BE IT FURTHER ORDAINED, that payments made thereunder will be shared with
Onondaga County in the same proportion that present real property tax revenues are shared.
