GENERALPROVISIONSSection1.ShortTitle
ThisDepartmentOrdershallbeknownasthe"DepEdChildProtectionPolicy."
Section2.-StatementofPolicy
Pursuanttothe1987Constitution,theStateshalldefendtherightofchildrentoassistance,includingpropercareandnutrition,andspecialprotectionfromallformsofneglect,abuse,cruelty,exploitationandotherconditionsprejudicialtotheirdevelopment(ArticleXV,Section3[2]).TheConstitutionfurtherprovidesthatalleducationalinstitutionsshallinculcatepatriotismandnationalism,fosterloveofhumanity,respectforhumanrights,appreciationoftheroleofnationalheroesinthehistoricaldevelopmentofthecountry,teachtherightsanddutiesofcitizenship,strengthenethicalandspiritualvalues,developmoralcharacterandpersonaldiscipline,encouragecriticalandcreativethinking,broadenscientificandtechnologicalknowledge,andpromotevocationalefficiency.(ArticleXIV,Section3[2]).TheConventionontheRightsoftheChild(CRC)aimstoprotectchildrenfromallformsofphysicalormentalviolence,injuryandabuse,neglectornegligenttreatment,maltreatmentandexploitation,includingsexualabuse.ThesameConventionestablishestherightofthechildtoeducation,andwithaviewtoachievingthisrightprogressively,andonthebasisofequalopportunity,itobligesthegovernmenttotakemeasurestoencourageregularattendanceinschoolandreducedrop-outrates.Thus,itismandatedthatallappropriatemeasuresbeundertakentoensurethatschooldisciplineisadministeredinamannerconsistentwiththechild'shumandignity,andinconformitywiththeCRC.
