Dear Madam Clerk,
PLEASE TAKE NOTICE that demand is hereby made under California Govt. Code § 54960-1 (b)
(The Brown Act) thatthe City Council and Mayor and City Attomey, rescind, revoke and repudiate the
Council's and Mayor's and City Attorney's joint letter dated February 13, 2017 to one Mr. Donald
‘Trump and signed by City Elected Officials including but not limited to: John Valdivia, Benito Barrios,
James Mulvihill, Carey Davis, Gary Saenz, Bessine Richard Virginia Marquez, Henry Nickel, in their
official capacities.
1 demand a complete CURE of the aforesaid Mayor and Council actions by a written rescission
repudiation and total retraction in both form and substance by the Mayor, Common Council and City
‘Attomeyof the aforesaid Feb 13, 2017 letter to Trump because their aforesaid actions in drafting and
sending the letter violate California Law as follows:
1. The actions of compiling, signing and mailing such a letter constitutes a legislative function
which was conducted without a public hearing and with the intent to withhold information from
the public in violation of California Govt, Code.

‘The Council and Mayor and others met serially or in a “daisy-chain” fashion in order to avoid
public scrutiny and public commentary on the subject in violation of California Govt Code.
Furthermore, I demand that the Mayor. City Attomey and Common Council CEASE AND DESIST
from such further illegal actions and that they give an UNCONDITIONAL COMMITTMENT to cease
and desist from making further such requests for Federal Government intervention with regard to
Medical or Adult legal uses of Marijuana as provided in Government Code Section 54960.2 without
due process of law.
