The City of Los Angeles Department of City Planning isholding a Public Workshop on Saturday, April 4th, 2009regarding the proposed Echo Park Community DesignOverlay (CDO) Study area (“Echo Park Study Area”). Youhave been mailed this notice because you own propertyor reside within the proposed Echo Park Study Area andwithin a 500-foot radius of the area, or have indicated aninterest in this proposed project.
Proposed Echo Park Community Design Overlay Study Area Boundaries
Te proposed Echo Park Community Design Overlay Study Area covers an area generally bounded by SunsetBoulevard to the north, Bonnie Brae Street to the west,Echo Park Avenue to the east, and the HollywoodFreeway to the south, as illustrated in the attached map.
Proposed Project
Te proposed Echo Park CDO Study Area was identiedas a potential Historic Preserervation Overlay Zone(HPOZ) during the Silverlake – Echo Park – Elysian Val-ley Community Plan Update in 2004. Te Departmento City Planning has studied the area and is recommend-ing adoption o a Community Design Overlay (CDO)with a Historic Preservation ocus as the appropriateland use tool or the area to protect signicant architec-tural resources and preserve neighborhood character.As part o the proposed HPOZ study, the City o Los An-geles contracted with a consultant, Jones and Stokes Inc,to prepare a Historic Resources Survey, evaluating thehistoric integrity o all properties within the proposedHPOZ. Upon sta analysis o the Historic ResourcesSurvey, the Planning Department is recommending aCDO based in Historic Preservation principles in lieuo the proposed HPOZ, because o the relatively lowconcentration o contributing structures. Under thisrecommendation the survey will be used in administer-ing the proposed CDO with its historic preservationemphasis.On January 20th, 2009, general guidelines and prin-ciples were presented to the public in our rst Public
PUBLIC Workshop
Workshop. Based upon public input, a draf o theproposed CDO will be presented on Saturday, April 4th,2009, to gather urther input and to answer questionson principles, guidelines and standards. Te PublicWorkshop is intended to allow the community to (1)review the Historic Resources Survey which will serve asa basis or this CDO, and (2) gather input about the sta recommendation or the CDO. At the Public Workshop,the community is invited to provide any input to therecommendations presented and/or any corrections tothe Historic Resources Survey At a later date, the Department o City Planning will hold aPublic Hearing on the proposed Echo Park CDO to allowor ormal public input on the matter. Beore a CDO canbe eective, it needs to be approved by the City PlanningCommission and the City Council.
