The City o Los Angeles Department o City Planning is holdingan Open House on Monday, June 8th, 2009 and a Public Hear-ing on Saturday, June 20th, 2009 regarding the proposed EchoPark Community Design Overlay (CDO) Study area (“Echo ParkStudy Area”). You have been mailed this notice because you ownproperty or reside within the proposed Echo Park Study Area andwithin a 500-oot radius o the area, or have indicated an interestin this proposed project.
Proposed Echo Park Community Design Overlay Study Area Boundaries
The proposed Echo Park Community Design Overlay Study Areacovers an area generally bounded by Sunset Boulevard to thenorth, Bonnie Brae Street to the west, Echo Park Avenue to theeast, and the Hollywood Freeway to the south, as illustrated in theattached map.
Proposed Project
The proposed Echo Park CDO Study Area was identifed to bestudied or potential permanent land use regulations during theSilverlake – Echo Park – Elysian Valley Community Plan Updatein 2004. The Department o City Planning has studied the areaand is recommending adoption o a Community Design Overlay(CDO) as the appropriate land use tool or the area. The purposeo the CDO is to preserve: (1) the original development pattern,(2) neighborhood character, and (3) signifcant architectural re-sources.Potentially Signifcant architectural resources have been identifedin a survey prepared by a consultant, Jones & Stokes. The surveyfndings will be used in administering the proposed CDO.On January 20th, 2009, general guidelines and principles werepresented to the public in our frst Public Workshop. Based uponpublic input, a drat o the proposed CDO was presented at asecond public workshop on Saturday, April 4th, 2009, to gatherurther input and to answer questions on principles, guidelinesand standards. The Open House is intended to allow the com-munity to see the fnalized Drat o the proposed CDO. At thePublic Hearing, the community is invited to provide input on thefnal drat and provide ofcial public testimony on the proposedproject. At the Open House, handouts and maps that explain the sta recommendation and uture adoption process will be provided.The Department o City Planning sta will be available to answerany o your questions.

The June 20th Public Hearing will be conducted by a HearingOfcer, who will take public testimony and accept written com-munication regarding the proposed Echo Park CDO, to allowormal input on the matter.The Public Hearing will be held at the Echo Park RecreationCenter at 1632 Bellevue Ave. Los Angeles, CA 90026. In orderthat all viewpoints may be presented, speakers at the hearingmay be limited in the length o their comments. Because o timeconstraints and to minimize repetition, the Department o CityPlanning encourages testimony by representatives o organizedgroups in-lieu o many individual speakers. Comments may alsobe submitted in writing prior to the Public Hearing.
