The underworld elements have made it profitable for law enforcement as well as politician legislators to stay in the illegal drug business. ABC's investigative journalist, Brian Ross, published a report 10 years ago videotaping a million dollar bribe of customs officials to let drugs slip through the USA-Mexico border. No prosecutions came out of it. It was quickly covered up and faded into the fog of history.
