i believe that the con-ass is constitutional.. by congress means both the senate and the HOR.. and 3/4 of the members of the congress does not mean 3/4 of HOR and 3/4 of senate but 3/4 of both.. also, this process only allows amendments to be proposed, proposed amendments shall still undergo a plebiscite before it becomes valid. Let's not be sOOO pesimistic about this, let's do this for the growth of our economy. allow the proposals to come in, then if you don't like it, reject it in the plebiscite.
