 SEPTEMBER 2006
The upcoming season will clearly be a year of challenges for our ABOA members. By now you’veprobably heard about the plan to move to one consistent set of rules in Canada. Unfortunately this processwill not be completed in one season. For the upcoming season some officials will have to work with multiplesets of rules. Below is a table that outlines the rule set in use at the various levels in the province.CIS MEN NCAA (with last year’s modifications)CIS WOMEN FIBA (No modifications)ACAC MEN FIBA (No modifications)ACAC WOMEN FIBA (No modifications)ASAA NCAA (with last year’s modifications)Basketball Alberta FIBA (No modifications)(club and summer nationals)On this website you will find the NCAA rule changes that will be in use forthis season. I strongly recommend that all officials ask their local board to getthem an NCAA rulebook. Officials need to make a commitment to their avoca-tion and have an updated rulebook with them at all games. For those officials who referee either ACAC or CIS basketball an orderhas been placed to get copies of the current FIBA rulebook and casebook. TheBasketball Alberta office will receive these and send them to the various localcontact people. Your local board will have to decide on the payment method tobe used as these books come from Canada Basketball and there are costs in-volved. Again having the correct rulebook with you is part of the commitmentmade to officiate at the post secondary level. As one of the province’s elite offi-cials you are expected to handle switching from one rule set to the other andnot “kicking a rule” during a game. Quite simply there is no excuse for an officialat the post secondary level to not know the rule regardless of which game is being played. In 2007-08 the ASAA will be moving to FIBA rules. At this time the CIS men have not yet committed tothe change over. The ACAC and CIS officials will be writing the FIBA exam in October. As this is the transition year forthe move to FIBA rules the exam can be written in an open book fashion. Officials must still score 80% ormore to be an ACAC official and officials wanting to be considered for national assignments must score atleast 86%. On this website you will find a power point presentation that highlights the differences betweenFIBA and NCAA rules.

ent officials and enjoyed the fellowship with theirpeers—thanks to CABOA and Joe Gorsline for theirhospitality. We stayed in the student residences atRed Deer College and were treated very well withthe exception of a few ignorant parents. The onlyother problem was a certain female official working the boys’ side who made disparaging remarksabout one of the evaluators’ age—she will pay inthe future.Kristen Kwiatek and Sean Hamilton did theboys’ gold medal game with Jackie Auch and SteveEnright doing the girls. The next ASG will be held August 8-10, 2008 inMedicine Hat. Don’t miss this excellent opportu-nity to improve your game.Fourteen Officials—Carl Artis (CBOA), JackieAuch (EBOA), Steve Enright (BRBOA), Sean Ham-ilton (BRBOA), Kristen Kwiatek (EBOA), Guy Lani-gan (MHBOA), Teigan Lawton (DVBOA), DavidLem (CBOA), Christian Lohmann (CABOA), RoyMcArthur (CABOA), Kevin Metcalf (DVBOA), Tan-ner Newans (CABOA), Kyle Rice (EBOA) and ErinSchellenberg (CABOA) - and two evaluators—Grant Simmons (EBOA) and Ken Runquist (CBOA)participated in the Alberta Summer Games inRed Deer on July 27-30.There was a good mix of younger and moreexperienced officials from across the provincewho represented ABOA well. ASAA officials will write the ABOA exam in November. As per CABO policy the exam must be written in aclosed book setting. Local education officers may provide guidance to clarify a question but no one shouldhave access to a rulebook during the writing of the exam. Further, officials are responsible for their own an-swers; therefore the supervisor should discourage the sharing of any information between those writing theexam. A score of at least 80% is required for consideration for an ASAA provincial assignment.Lastly, Basketball Alberta is re-launching Superweekend this year. At one time Superweekend was astable for officials throughout the province who wanted to improve their games and meet with fellow referees. The social network developed at Superweekend was a real part of the growth of officiating in Alberta. TheABOA has been lobbying for quite sometime for this event to return to the provincial scene. The success of thisyear’s event and it’s future is obviously dependent on a good turnout. Check this website for registration infor-mation and costs. During Superweekend a detailed presentation will be made covering FIBA rules. ACAC offi-cials are reminded that they must attend a provincial clinic or approved camp every 2 years to stay eligible forconference assignments. If you did not attend last year’s clinic or a camp during the past two summers youmust attend this year’s Superweekend.Morgan Munroe,Interpreter
