Mildred Warner is a professor in the City and Regional Planning Department at Cornell University, where her work is primarily on the role of local government in community development. Her research focuses on devolution, privatization, and their implications for local government service delivery. She also studies economic development and the role of local services. She publishes widely in the public administration, planning, and economic development literature. Dr. Warner received her BA from Oberlin College and her MA and PhD from Cornell.see more
