In a press release dated 1 December 2007 entitled

“Villar leadsinauguration of major highway,”

he took credit for the P68Million newly constructed C5- Merville Access Road. The pressrelease stated:“The 6.10 km road is designed to decongest the main service roadnetworks such as the South Luzon Expressway (SLEX), EDSA,Pres.Quirino, MIAA Road networks and Roxas Blvd. It starts fromSLEX west service road passes through MIAA Property, RSGSubdivision and Kaingin Road towards Multi-National Avenueand ultimately traverses SM, AMVEL towards Sucat Road inParanaque City.”“Villar is also responsible for the Las Pinas-Muntinlupa-Laguna-Cavite (LPMLC) link road, more popularly known as Daang Hari,and the Zapote-Molino Link Road which greatly eased traffic inCavite.”

Gusto ko ring ma-extend sanaiyong NLEX from Tarlac hanggang Urdaneta. Ang problema ritosa atin, iyong mga walang nagagawa, naninira. Sana man langipakita nila ang kanilang mga ginagawa at iharap nila sa tao.Bilang isang public official, hinahanapan kami ng performance.Siguro dapat naman ay may maipakita ka man lang. nasaan ba ang bayan mo, ano ba ang maipapakita mo sa bayan mo?

Ano ba ang

nagawa mo roon? Kung sa mismong bayan mo wala kangnagagawa, paano ang gagawin mo sa Pilipinas kung sa bayanmo wala kang naipapakita?

Ang isang public official aykailangang magpakita ng kanyang nagawa, hindi iyong bira kalamang nang bira.

In separate interviews before media, SP always said that, in casesinvolving government right of way, the companies which he ownsdoes not get paid. They just donate the property. This is not the first time that Senator Villar is accused of usinggovernment resources and accommodation to favor his personalinterest. On 17 August 1998, in a privilege speech, thenRepresentative Joker Arroyo stood before the House of Representatives and accused then Speaker Manny Villar of violating the constitution, code of conduct and ethical standards for public officials (RA 6713) and the Anti-Graft and CorruptPractices Act (RA 3019).
