Constitution, Article VI, Section 14. No Senatoror Member of the House of Representativesmay personally appear as counsel before anycourt of justice or before the Electoral Tribunals or quasi-judicial and otheradministrative bodies. Neither shall he,directly or indirectly, be interested financiallyin any contract with, or in any franchise orspecial privilege granted by the Governmentor any subdivision, agency, or instrumentalitythereof, including any government-owned orcontrolled corporation, or its subsidiary,during his term of office. He shall notintervene in any matter before any office of the Government for his pecuniary benefit orwhere he may be called upon to act onaccount of his office. 
 
Constitution, Article VI, Section 12. AllMembers of the Senate and House of Representatives shall, upon assumptionof office, make a full disclosure of theirfinancial and business interests. Theyshall notify the House concerned of apotential conflict of interest that mayarise from the filing of a proposedlegislation of which they are authors.

Sen. Villar is innocent until proven guilty. By the way, have you checked also the C5 primer being circulated by Sen. Villar explaining the issue? Don't be one-sided if you really want to know the truth.

how can he be proven guilty when he refuses to appear in the hearings? It is basic in the criminal justice system worldwide that the accused cannot be tried in absentia to give them the chance to defend himself. But Sen. Villar has refused to face the charges. If I remember correctly, Prof. Winnie Monsod wrote in detail about the manuevers of Sen. Villar to derail the Senate Investigation.
